Implementation process and phases
Phase 1 and 2 School Streets
Phase 1 School Streets were first implemented under urgent traffic orders as a response to the need for urgent action to be taken around schools during the pandemic.
A project overview and timeline, shows each stage of the programme, including engagement with residents, the school and the wider school community (pupils, parents and carers).
Approval
The first School Streets were approved at the Transport and Air Quality committee (Item 16). Since the committee approval in September 2019 and the impact COVID-19 had on schools needing to social distance pupils, parents, carers and staff, we received funding to implement more School Streets in Richmond before 15 October 2020.
All schools were contacted offering either a School Street or other measures where School Streets were not feasible.
Trials
Phase 1 and 2 School Street trials were publicly consulted on as part of an Experimental Traffic Order and consultation ran alongside the trial. The impacts of these schemes were reported to the September Transport and Air Quality committee (Item 22) before a decision was made whether to make them permanent.

Implementation
All the Phase 1 and 2 School Streets were approved to be made permanent apart from Hampton Hill Junior School SS9, which was removed following the trial.
A separate consultation for St Richard Reynolds Catholic College SS4 closed on 10 November 2021 and was reported separately at November Transport and Air Quality committee (Item 6), with a decision to make it permanent.

Phase 3 School Streets
Phase 3 Schools Streets did not have the same time constraints as phases 1 and 2. The need for social distancing had also reduced significantly according to government guidance. For this reason, we held pre-trial public consultations ahead of Experimental Traffic Order trials.

Phase 4 School Streets
We were approached by schools and councillors requesting consideration for the next phase of School Streets in Richmond.
The November 2023 Transport and Air Quality (TAQ) committee (Item 28), approved a paper to commence Richmond’s Phase 4 School Streets.
We introduced an additional level of engagement for some of the Phase 4 School Streets where a more collaborative approach was possible.
Stages for some of these Phase 4 schools included:
- Background - Discussions with schools, councillors and TAQ committee
- Early engagement - Sessions with residents and the school community – to help develop a proposal
- Pre-trial consultation - Proposal based on the early engagement sessions and further engagement with residents and the school community
- Launch trail School Street – If supported, reopen consultation, undertake monitoring in the form of Travel to School Surveys, Automated Traffic Counts, Stage 1 to 3 Safety Audits to be reported to committee along with consultation feedback for a decision to make the School Street permanent, amend it or remove it. This was approved under delegated officer decision in January 2025.

Sheen Mount Primary
The final consultation results including emails, letters and telephone calls that were received outside of the online consultation process were reported in the report for the Transport and Air Quality committee February 2026 (Item 49).
Extract from the TAQ report:
3.26 The results of the 6-month trial consultation showed that 74% of the 43 consultation responses were supportive of the School Street being made permanent and that 4% didn’t know. 68% however agreed that a change in the hours of operation would be better for the scheme and the neighbourhood with the majority suggesting these were too short. This view was also held by the school.
3.27 The school supports a trial and an extension in operational hours to cover the many pupils who use the after-school clubs. A large number of parents who emailed me directly to express their support for the scheme to be made permanent.
St James Catholic Primary

Extract from the TAQ report:
3.14 The results of the 6-month trial consultation showed that 69% of the 52 consultation responses were supportive of the School Street being made permanent and 1% didn’t know. 66% agreed with the hours of operation.
3.15 The school supports the initial pre-trial views of residents living outside of the restricted area and as a result does not support the School Street being made permanent. They also state it has caused increased and ongoing administration and causes frustration towards the school when fines are issued. It is for the schools to manage their staff exemption lists and offering exemption only to those who most need to drive to school and keeping a list with information on webpages and email signatures may reduce administrative workload and unnecessary fines being issued. As shown above, since the initial pre-trial consultation the majority of the consultation responses are in favour of the scheme being made permanent.
Heathfield Schools
Heathfield Schools consultation was managed by the Traffic and Engineering Team and Collis School Street was progressed by engineers as a safety scheme and not a school street.

Phase 5 School Streets
In September 2024 the Transport and Air Quality (TAQ) committee (Item 18), approved a paper to commence Richmond's Phase 5 School Streets.
Two Phase 5 schools went to pre-trial consultation. The two trials below have been approved under delegated decision made in December 2025.

Barnes Primary
The final consultation results including emails, letters, telephone calls and door knocking responses that were received outside of the online consultation process showed support and it is evident that having conversations with residents answering questions and clarifying concerns is a positive exercise to undertake in future.

Phase 6 School Streets
In January 2026 we consulted on three Phase 6 School Streets.
Two existing Schools Streets were consulted on for an extension as requested by local residents and discussed with the schools and local ward councillors. Another suspended School Street was reconsidered at the request of the school. Pre-trial consultations were approved in December 2025 under delegated officer decision.

St Mary’s CE Primary extension to Infant site

- Do not support 81.62% (264 votes)
- Don't know/no opinion: 2.99% (11 votes)
Orleans Primary extension
The final consultation results including those received by letter, email and telephone calls outside of the online process was:
- Support inclusion of Napolean Road: 1.9% (33 votes)
- Support inclusion of Marble Hill Gardens/Marble Hill Close: 9.55% (45 votes)
- Support inclusion of both Napolean Road and Marble Hill Gardens/Marble Hill Close: 19.1% (30 votes)
- Do not support: 65.60% (103 votes)
- Don't know/no opinion: 4.45% (7 votes)
Nelson Primary reinvestigated

- Do not support 64% (88 votes)
- Don't know/no opinion: 3% (4 votes)

These consultations are now closed and the results have been shared with local ward councillors and residents. These schemes are not currently being progressed.

Visit the consultation page to make comments on open consultations. Consultations for the three trial School Street trials at Sheen Mount Primary, Barnes Primary and Broomfield House Primary began on Monday 23 February 2026 and are open for 6 months.
Residents in the local area will receive enveloped hand delivered notification leading up to the consultation dates for any future School Streets trials, which are implemented under an experimental traffic order.
