Heathfield Infants and Junior School – SS22 (Cobbett Road) and SS24 (Longford Road)
Engineers led on a proposal for the Wykeham Estate which included the implementation of two School Streets at Longford Road and Cobbett Road.
Current status
A consultation was held until Thursday 30 November 2023. The results showed majority support for the proposals which are currently being implemented.
The two School Streets launched on Monday 16 September 2024 under an Experimental Traffic Order. A review of the scheme was undertaken and changes made as per the committee report (item 6).
Following positive feedback the scheme is now permanent under a delegated decision.
Hours of operation
The School Street is in operation Monday to Friday from 8 to 9.15am and 2.45 to 3.45pm during term time only.

How it works
Signs notify drivers of the School Street operating times.
The School Street signs will still be displayed during school holidays and half term breaks. It is not a statutory requirement to remove, cover or close them.
Shared ANPR (Automatic Number Plate Recognition) cameras have been installed to enforce the School Streets on both Cobbett Road and Longford Road.
Exemptions
During the operating times people walking, scooting, using wheelchairs, mobility scooters and cycles (including adapted cycles) are able to enter the School Street.
Motor vehicles are prohibited during the operating times, subject to a limited number of exemptions. Find out more about School Streets exemptions.
Penalties for entering without an exemption
Anyone entering the School Street during the operating times in a motor vehicle without having obtained an exemption will be liable to a penalty charge notice at the rate of £130 (subject to a 50% discount if payment is received within 14 days).
For more information see PCN costs.
Access restrictions
Access restrictions are in place during the School Street operating hours.
Cobbett Road School Street – SS22
Access is restricted into Cobbett Road during operational hours and this remains a one-way street.
Be aware that only properties within the Cobbett Road School Street restricted area (including Cobbett Road, Berwick Close and part of Springfield Road) are eligible for exemption to the SS22 (Cobbett Road) School Street.
Longford Road School Street – SS24
Access is restricted onto Longford Road from either direction off Powder Mill Lane during the hours of operation. Vehicles may exit from Longford Road onto Powder Mill Lane at any time in either direction.
Vehicles may still enter Longford Road from Hospital Bridge Road and travel all the way through to exit onto Powder Mill Lane or turn right onto Warburton Road because there is a no right turn at the lights. We were requested to keep that option open to avoid drivers having to turn around on the A316 roundabout.
All properties on Longford Road, Warburton Road, Gostling Road, Springfield Road, those mentioned as eligible for SS22 and others on the exemption form address list are eligible for exemption at the School Street at Longford Road – SS24.
Residents of the Woodlawn Estate and Powder Mill Lane are now also eligible to apply for exemption to the Longford Road restriction- SS24.
Other access restrictions
Access is restricted from Hospital Bridge Road onto Springfield Road which now has one way egress at all times.
Access is permitted from Hospital Bridge Road onto Longford Road at all times, but this is now one-way from Longford Road towards Warburton Road. There is no egress onto Hospital Bridge Road from Longford Road after the junction with Warburton Road at any time.
