Review of polling districts and polling places

We regularly assess our polling stations for suitability and accessibility, and survey large numbers of electors at every election. Their average satisfaction with their polling station venue has been 98-99% since 2001.

Review 2021

The Local Government Boundary Commission for England have agreed new wards to take effect in Richmond at the full council elections on 5 May 2022. See full details of the review and its outcome.

The 18 wards will therefore require a revised polling scheme to be in place.

To that end a Notice of Holding a Review of Polling Places and Districts (pdf, 120 KB) was published on Monday 5 July 2021.

The (Acting) Returning Officer proposals were published and comments and further submissions were invited up to 1 November 2021. View the (Acting) Returning Officer's report (pdf, 192 KB)

Regulations require that all representations received are published along with the final report. Read the responses to the proposals (pdf, 237 KB).

The final report was submitted for approval at the full Council meeting on 30 November 2021. The new polling scheme will take effect at the elections due to be held on 5 May 2022.

An Electoral Commission approved access checklist is used to assess the suitability of all venues.

Publication of revised register of electors 

A revised version of the Register of Electors for the London Borough of Richmond will be published on 4 January 2022. The revised register will incorporate the changes to the electoral wards and polling districts in the borough. Read the notice (pdf, 94 KB)

Returning officer's proposals

The (Acting) Returning officer’s proposals can be found in the Draft review report (pdf, 93 KB) and Appendix 1 (pdf, 170 KB).

Final report

At the conclusion of the consultation period the final report for consideration and approval (pdf, 125 KB) was due to be approved at Richmond Full Council meeting on Tuesday 26 November 2019. However due to the unexpected Parliamentary Election on 12 December, the report was deferred and was adopted following the full Council meeting.

A further review will take place following the ward boundary review, and a new polling scheme will be adopted taking into consideration any changes made to the new ward boundaries which will take effect from the Richmond upon Thames Council elections in 2022.
