In response to residents’ requests, we carried out a consultation in Second Cross Road, Chestnut Road, and Third Cross Road including the adjacent section of Staines Road (south side) on the possibility of implementing parking controls.

Background

This consultation follows the receipt of petitions from residents in Second Cross Road and Chestnut Road, asking for a Controlled Parking Zone (CPZ) to be implemented in their roads to alleviate the difficulties residents are regularly experiencing in finding a parking space near to their home due in part to the parking of vehicles by non-residents (all day commuters and/or short and long stay parking). 

Having considered the petition and the overall parking situation, we decided to consult these roads and to include some adjacent roads, which may be affected by any change  – see blue area on the attached drawing.

Consultation - February/March 2019

The consultation took place in February and March 2019 ending on Friday 8 March 2019 in the area shown below:

Residents and businesses were asked for their views on the present parking conditions including whether they would support a CPZ in the form of a new CPZ or an extension of nearby Zone Z5, which operates in First Cross Road between 8.30am to 6.30pm, Monday to Sunday,  and a permit price of £109 per year.

The Council also consulted residents of Meadway and the Park Crescent cul de sac area on whether they would wish to see parking controls introduced as part of an extension to Zone WT.

Parking beat surveys

Officers base their recommendations on their own observations of parking conditions in the area. As an additional source of information, parking beat surveys were carried out by an external survey company. These are only expected to be a snapshot of the parking conditions to establish reasonable estimates of the numbers of vehicles parked belonging to residents, visitors and non-residents.

Results

The Second Cross Road area parking consultation results (pdf, 184 KB) show:

  • 77 per cent of respondents over the whole area indicated their support for a CPZ
  • 57 per cent of consultees supported an extension of Zone Z5, while 37% supported a new CPZ
  • Monday to Sunday was the most popular choice of days
  • 8.30am to 6.30pm were the most popular choice of hours

Decision

  • Extend Zone Z5 to Second Cross Road, Third Cross Road and Chestnut Road and adjacent sections of Staines Road and Hampton Road. View plan (pdf, 585 KB)

The CPZ extension will be implemented by way of Experimental Traffic Orders to provide a period of operational experience of the scheme and to allow representations to be made during the first six months of operation when a review will take place.

Second Cross Road Area – Results of Parking Consultation

Preliminary design

We have now completed the preliminary CPZ design for Second Cross Road, Third Cross Road, Chestnut Road and adjacent sections of Staines Road and Hampton Road.  Due to the issues we encountered when carrying out the design, with narrow road and footway widths, and the need to install double yellow lines to maintain sufficient width for emergency vehicles to pass, we have felt it necessary to amend our proposals, as posted above.

A summary of the key aspects of the design is below:

  • Parking bays will be marked where it is safe and appropriate to park and yellow lines where it is not
  • The majority of parking bays will be designated for permit holders only (Resident and business). (Marked purple on the plan)
  • Some bays will allow permit holders and visitors to park (Marked green on the plan)
  • Double yellow lines will be marked on the west side of Chestnut Road and Third Cross Road (from Staines Road up to Trafalgar School), where vehicles are currently parked fully on the carriageway.  These restrictions are required to maintain sufficient width to enable emergency service vehicles such as fire engines and ambulances to pass
  • Chestnut Road and Second Cross Road to form extensions of the West Twickenham CPZ (Zone WT), Third Cross Road to form an extension of the Strawberry Hill CPZ (Zone SH), not Z5 as previously advised
  • First Cross Road is to remain a separate CPZ (Zone Z5)
  • The adjacent sections of Staines Road and Hampton Road to remain part of Zones WT and SH respectively
  • No change to the extension of Zone WT into Meadway

What this will mean:

  • The operational hours/days in Chestnut Road and Second Cross Road will be 8.30am to 6.30pm, Monday to Saturday (Zone WT)
  • The operational hours/days in Third Cross Road will be 10am to 4.30pm, Monday to Friday (Zone SH) 
  • Cheaper resident permit prices. (Z5 is £114.45 per annum, but Zones WT and SH are £86.65 per annum)
  • Although these proposals represent different operational hours/days to those previously advised (for example, Monday to Sunday, 8.30am to 6.30pm as part of a Z5 extension), they are expected to provide sufficient protection for residents. Becoming part of Zones WT/SH will provide for any overflow that may be required 
  • We will monitor the operation of the scheme during the initial stages and should problems arise, carry out a further consultation with residents if necessary, and make any modifications required

Summary of response

Residents’ feedback to these revised proposals was received and is summarised as follows:

  • Of the 442 households, 107 (24%) respondents made comments on the design and revised zonal arrangements
  • Two petitions were also received from residents in Chestnut Road, expressing opposition to the CPZ design, and asking us to consider partial footway parking as an alternative option
  • Most respondents in Chestnut Road opposed the proposal for double yellow lines on the west side of Chestnut Road due to the potential loss of parking spaces
  • Most respondents in Second Cross Road oppose the re-zoning of this road to Zone WT as they feel that the availability of parking space in Zone SH would be more appropriate for them
  • Most respondents in Third Cross Road oppose the proposal for double yellow lines due to the potential loss of parking spaces

Final design

Officers have considered all feedback received from residents on this matter.  Whilst the scope for alternative options is limited by regulations and the narrow roads and footways in the area, officers have nonetheless produced a final design and a new set of proposals. Although we are obliged to introduce the double yellow lines in Third Cross Road and Chestnut Road to improve pedestrian safety and maintain access for public and emergency service vehicles, we have managed to create an additional eight spaces in Chestnut Road and an additional four in Hampton Road.

Drop-in session

In light of the response to the revised proposals above, we launched a follow-up consultation in October 2019. Residents were invited to attend a drop-in session on Monday 14 October 2019 at the Crane Community Centre, Meadway, between 6 and 8.30pm, where officers and ward councillors were on hand to listen and respond to enquiries.

A further consultation was conducted across October/November 2019 to ask residents for their preferred zonal arrangements, given the changes to the designs.

  • A majority of respondents (82%) indicated their support for the introduction of a CPZ in the area
  • A majority (74%) opted for the buffer area

Next steps

We will proceed to implement a CPZ in the area. Second Cross Road, Third Cross Road and Chestnut Road will be zoned for both Zones WT and SH, to operate Monday to Saturday 8.30am to 6.30pm, with resident and business permits entitling holders to park in both these zones.

Implementation - Update 28 February 2020

  • Due to a backlog with the issuing of permits and to ensure all residents have their permits in time, we are deferring the issue of warning notices for approximately two weeks
  • The start date of the SH-WT buffer area CPZ is now expected to be Monday 16 March 2020
  • Once the majority of permit applications have been processed, warning notices will be issued for any parking contraventions such as parking without a permit, but there will be no further action taken
  • The issue of warning notices is expected to take place from Monday 16 to Saturday 28 March
  • From Monday 30 March, Penalty Charge Notices are expected to be issued
  • The lining and signing is mostly complete, but due to recent wet weather, this is taking a little longer to complete. The two week deferment is expected to allow sufficient time to complete the final works
  • All Zone SH WT Resident Permits have been charged from Wednesday 1 April 2020 to allow for works to be completed

Post-implementation
