Apply for a school leaver's Council Tax discount

You may qualify for a Council Tax discount if somebody in your household has recently left school or college.

About the discount

We do not count school or college leavers for Council Tax purposes for the time between the end of their course and the 1 November in the same year, as long as they are:

  • under 20 years old, and
  • have finished a qualifying course of education between 30 April and 1 November.

If they reach 20 before 1 November the discount will stop.

To qualify, the student’s course of further education (such as ‘A’ level, ONC or OND Standard) should have been at least 3 months long and involved at least 12 hours instruction, tuition and supervised study per week. It should not have been a correspondence course, evening class or undertaken as part of the student’s job.

If everyone in your home is a recent school or college leaver, you may not need to pay anything. In this case, please apply for a student exemption.
