We are carrying out a review of parking in Hampton in response to residents' feedback.

Background

This consultation follows consideration of various parking issues reported across the area in recent years. These include petitions received by the Council from residents in Linden Road, Percy Road and Oldfield Road concerning the difficulties they have in finding a parking space near to their home. It is understood that these difficulties may be due to the parking of vehicles by non-residents (all day commuters/long stay) which could be alleviated by the introduction of a Controlled Parking Zone (CPZ).

We are also reviewing the provision of parking (free short stay spaces) and waiting restrictions (yellow lines) near to the shops in Station Road and Ashley Road to see if these arrangements could be improved for the future.

This consultation includes a large area of Hampton as shown on the enclosed map (pdf, 591 KB). As well as taking into account the possibility of displacement parking following the introduction of any new CPZ, extending the consultation in this way provides an opportunity for responses to be received from a wider area of Hampton on parking issues.

Consultation

The consultation commenced on Friday 8 November 2019 and ended on Friday 10 January 2020.

Drop-in sessions

We held two drop-in sessions at the Linden Hall Community Centre in November, where residents were invited to attend and raise any questions with officers.

Parking surveys

Officers base their recommendations on their own observations of parking conditions in the area. As an additional source of information, parking beat surveys are carried out by an external survey company. These are only expected to be a snapshot of the parking conditions to establish reasonable estimates of the numbers of vehicles parked belonging to residents, visitors and non-residents.

Results

A summary of the responses to the key questions is below:

Response rate

  • 4,630 questionnaires were delivered across the area and 1,606 responses were received (35%)
  • These numbers include both paper and online responses

Q5. To what extent do you agree or disagree that a Controlled Parking Zone (CPZ) should be implemented in your area?

  • 1,602 responded: 407 (25%) in favour, 1,068 (67%) against 

The roads with 50% or more of respondents in favour of a CPZ:

  • Beaver Close (100%), Hemming Close (50%), Hill Field Rd (60%), Linden Rd (50%), Mary Rose Close (100%), Milton Rd (68%), Mount Mews (67%), Plevna Rd (50%), Valery Place (100%), Varna Rd (100%)

The roads with more for than against, but less than 50% of respondents:

Oldfield Road (46%), Hammond Close (40%)

Q9. If a CPZ were implemented, what days would you prefer it to be in operation?

  • 1,064 (83%) Monday to Friday

Q10. If a CPZ were implemented, what hours would you prefer it to be in operation?

  • 664 (52%) 10am to Noon

Q11. To what extent do you think that the existing parking arrangements near to the shops in Station Road and Ashley Road should be reviewed?

  • Most respondents over the whole supported a review, 755 (48%) in favour, 440 (28%) against.

Analysis

  • To progress proposals for a CPZ, the Council would like to demonstrate that any changes have the support of local residents. Officers look to form a network of a minimum of two interconnected roads, with a net response in favour of a CPZ of over 50% of respondents. We also look for a minimum response rate of approximately 30% or higher over this network of roads.
  • We were unable to achieve this, given these results. Even though several roads showed the required levels of support and response rate on their own, it was not possible to connect them to other roads and meet the criteria.
  • Support was shown over the area and in Station Road itself for a review of the parking arrangements. 

Decision

  • Not to progress proposals for parking controls in the Hampton area.
  • Conduct a further review of parking arrangements relating to Station Road, Ashley Road, Milton Road & Oldfield Road. This has been added to the parking work programme for commencement, provisionally, during the 2020/21 financial year.
