Details on eligibility and the types of works that can be carried out under Green Homes Grant can be found here:

External Wall Insulation is a measure that can be provided through Green Homes Grant. A survey will be carried on your property which will produce a Whole House Plan that sets out options for improving the energy efficiency of your property. This will include whether External Wall Insulation is an appropriate improvement that can be made under Green Homes Grant. Every property is different, so it is not guaranteed that External Wall Insulation will be recommended.

In terms of restrictions, External Wall Insulation can be expensive depending on the property, so this may be restricted if the cost goes over the spend that can be allocated under Green Homes Grant - the average spend per property should be £10k for owner occupied properties. There may also be the need for planning permission depending on whether you live in a conservation area or if your property has an Article 4 direction on it. More information on planning permission can be found here:

https://www.richmond.gov.uk/make_a_planning_application#step1

Planning application costs will be covered under Green Homes Grant.
