Was a private meeting held between representatives from the council's planning department and the owners/directors of Hampton & Richmond Borough FC on 11th January 2023 to discuss planning application 22/0876/FUL? If so, I want to see the minutes from this meeting and understand what was discussed. If not, have any meetings of this nature been held to discuss this particular planning application?

I also want to know whether it is normal practice for the council to hold secret meetings with an applicant when a public consultation has taken place and everybody else had to make their comments publicly available. This does not seem to be a fair process and I wonder whether this leaves the council open to allegations of corruption.

Our Response:

A meeting took place between representatives from the Council's Planning department and Hampton & Richmond Borough FC on 11 January 2023. The purpose of the meeting was for the club representatives to generally set out their vision for the future. Whilst the recent planning approval for new floodlights and the current planning application for the new 3G pitch were touched upon, these were not discussed in any detail.

There are no minutes of this meeting to disclose. It is quite normal for meetings to take place between Council representatives and stakeholders in the borough, whether to better understand their future plans or to discuss matters related to pre-application submissions or planning applications.
