1. The number of residents recorded to be living under the poverty line, categorized by year in 2019, 2020, 2021, 2022

2. Of the number of residents living below the poverty line, the number of children recorded to be living in households below the poverty line. By children, I mean residents under the age of 18. Please can you categorize this number by age ranges of 0-5, 5-10, 10-15 and 15-18 years old and according to each year from 2019 to 2022.

3. Of the number of residents living below the poverty line, the number of unemployed residents yearly from 2019 to 2022.

4. Of the numbers of residents living below the poverty line, the number of residents with a criminal record yearly from 2019 to 2022.

5. Of the numbers of query 4, the number of children living below the poverty line with criminal records from 2019 to 2022.

6. Any initiative by the council launched since 2019 to aid residents who live below the poverty line, including but not limited to housing and employment access, soup kitchens, etc. Please may you also specify how successful each of these ventures have proven.

For questions 1-5 the response is the Council does not hold or have access to this data as we are reliant on national government to release data on individuals living under the poverty line.

For question 6 we don't use the 'poverty line' as an eligibility criterion for any services we commission. However, we have developed some services that are intended to support people experiencing hardship:

  • We commission a range of services under the Rough Sleeper Drug and Alcohol Treatment Grant, intended to support rough sleepers to address substance misuse issues.

  • We have been involved in commissioning voluntary sector provision within the Warm Spaces programme, from the cost of living.

  • We have commissioned Family Action to provide counselling / mental wellbeing support in foodbanks - the continuation of this in 2023/24 has been funded from the Cost of Living Reserve. We would regard this as a successful initiative, having exceeded contracted targets.

  • We have enhanced our provision of welfare benefits advice services in Richmond using COMF funding.
