Hazard
The product presents a serious risk of entrapment and injuries as the potential sitting surface of the toy was greater than 140 mm, therefore the toy fails 4.10.1 of BS EN 71-1 in that it has a handle which can fold down over a child and only has one locking device. The locking device does not automatically engage when the toy is erected, and the pram remains 'partially' erect. When tested in the partially erect state, the pram collapsed when 1 mkg ± 0.005 kg was placed on the base i.e. significantly less than the 50 kg specified in the standard. This poses a potential entrapment / physical injury hazard to a child.

In addition, the frame of the pushchair was made of metal and had manual, plastic locking devices on the legs. As the pushchair is folded, parts of the metal frame move relative to each other with a scissor-like action and do not have a minimum clearance of 12 mm in the folded position which poses a potential finger entrapment hazard to a child.

The voice box comprised a plastic cylinder with flat ends. One end had holes for the speaker while the other was held on by 2 clips. When the sides of the cylinder were pushed towards each other, the end held on by the clips detached when a force of less than 60 Newtons was applied. This allowed access to the inner parts, including the button cell batteries. The button batteries may be placed in the mouth and swallowed, presenting a choking hazard for young children, and causing damage to the gastrointestinal tract due to a chemical burn hazard.

The clear plastic from the storage bag was screen tested for the presence of phthalates, which were detected in the material tested. Phthalates can potentially harm children's health either via cancer or non-cancer effects and may cause the child to have long term health implications.

The product does not meet the requirements of the Toys (Safety) Regulations 2011.

Corrective action
The import has been rejected and destroyed at the border.
