The East Sheen CPZ Extension (The Royals)

This review was commissioned in response to complaints from residents concerning the difficulties they experience in finding a parking space close to their home.

Background

The difficulties residents found in getting a parking space close to their home were attributed primarily to the parking of vehicles by non-residents (all day commuters and long stay parking) including a petition  from  Prince's Road, asking for this road to be included in the existing East Sheen Controlled Parking Zone (CPZ, Zone ES) operating in the roads to the West. The consultation takes into account the East Sheen CPZ and our plans to introduce the White Hart Lane South CPZ (Zone B2) in the roads to the west which could have a detrimental effect on local parking conditions.

As part of the review, we  carried out a consultation with residents and businesses within the area to ask their views on the present parking conditions, including whether they would support their roads being included in either Zone ES or Zone B2, both of which operate for two hours between 10am to 12 noon, Monday to Friday.

The consultation commenced on 2 November and ended on 30 November 2018.

Parking surveys

Officers base their recommendations on their own observations of parking conditions in the area. As an additional source of information, parking beat surveys are often carried out by an external survey company. These are only expected to be a snapshot of the parking conditions to establish reasonable estimates of the numbers of vehicles parked belonging to residents, visitors, and non-residents. 

Results 

The results of the parking consultation (pdf, 97 KB) show:

• 50% (and over) of respondents in support of the CPZ extension in Kings Road, Lewin Road, Lodge Avenue, Princes Road and Queens Road.
• Equal numbers for and against in South Worple Way
• Less than 50% of respondents in favour of the CPZ extension Avenue Gardens, Grosvenor Avenue, Grosvenor Gardens, Sutherland Gardens, Rock Avenue and Upper Richmond Road West.

Decision

• Extend the East Sheen CPZ (Zone ES) to include Kings Road, Lewin Road, Lodge Avenue, Princes Road, Queens Road and the adjacent sections of South Worple Way and Upper Richmond Road West. View plan (pdf, 274 KB)

The CPZ will be implemented by way of Experimental Traffic Orders to provide a period of operational experience of the scheme and to allow representations to be made during the first six months of operation.

We will consult the community when producing the design of the parking bay layout.

Preliminary design

Summary of the key aspects of the design:

• Parking bays will be marked where it is safe and appropriate to park and yellow lines where it is not.
• The majority of parking bays will be designated for permit holders only (Resident and business). (Marked purple on the plan).
• Some additional yellow lines will be installed to deter obstructive parking and maintain traffic flow (Marked yellow on the plan)
• Parking in Lewin Road will be designated for permit holders and will not be in marked bays. There will be a sign at the entrance of the road saying Permit parking beyond this point, and lines and signage will be kept to a minimum.  This layout is called a Permit Parking Area and is normally only introduced in no through roads.  It seeks, where possible, to continue existing patterns of parking to maximise space (shaded in yellow on plan).
• We will monitor the operation of the scheme during the initial stages and should problems arise, carry out a further consultation with residents if necessary, and make any modifications required.

Though some implementation work may commence over the remainder of the summer, we estimate that the scheme will come into force in September/October 2019. We will write to residents with further details regarding operational dates and permit application procedures in due course.

Implementation

The scheme came into force on Friday 1 November 2019.
