Kingsway CPZ

We carried out a review of parking in Kingsway, Shalstone Road, Rutland Close, Lower Richmond Road and Clifford Avenue SW14 in response to residents' feedback.

Background

This review was commissioned in response to complaints from residents about these roads concerning the difficulties they experience in finding a parking space close to their home, which were attributed primarily to the parking of vehicles by non-residents (all day commuters and long stay parking). The review also takes into account the development of the brewery site which is likely to affect the availability of parking for local residents.

As part of the review, we carried out a consultation with residents and businesses within the area shown on the consultation plan (pdf, 243 KB) to ask their views on the present parking conditions, including whether they would support the introduction of a new Controlled Parking Zone (CPZ), and, if so, what days and hours it should operate.

The consultation began on 21 September and ended on 19 October 2018.

The consultation has now closed.

Parking surveys

Officers base their recommendations on their own observations of parking conditions in the area. We wrote to residents concerning arrangements for the surveys. These are only expected to be a snapshot of the parking conditions to establish reasonable estimates of the numbers of vehicles parked belonging to residents, visitors, and non-residents.

Stage 1 results

The consultation responses (MS Excel, 27 KB) indicated strong support for a CPZ across the area. However, in relation to the hours and days the CPZ should operate, the results were close:

29% of consultees supported a 4 hour CPZ, while 25% supported 10 hours.

Moreover, whilst a CPZ operating Monday to Friday seemed to be the most popular choice of days with 38% of people selecting it. The results also indicated strong support for weekend controls:

25% indicated Monday to Saturday
30% stated Monday to Sunday

There was also a strong representation among those expressing the need for the CPZ to operate in the evening and weekend among the comments received.

Decision

Having considered all relevant factors including the close consultation result in terms of operational hours/days, the comments and the impact the duration of operational hours can have, the Cabinet Member for Transport, Streetscene and Air Quality gave his approval to carrying out a second stage consultation.

Result

The results for Stage 2 show:

75 per cent of respondents supported 8am to 10pm, Monday to Sunday

Stage 2 Decision

Operating 8am to 10pm, Monday to Sunday.

The above recommendations are to be implemented by way of Experimental Traffic Orders to provide a period of operational experience of the scheme and to allow representations to be made during the first six months of operation.
