Small cell devices on street lights
The demand for high-speed, reliable mobile connectivity continues to grow in our borough and beyond. To improve our local mobile signal we are installing 4G/5G small cell devices on street lighting furniture.
How small cell devices work
Small cell devices are compact, low-power antennas designed to enhance network coverage and capacity in specific areas. Unlike traditional large cellular towers, they are optimised for use in high-traffic areas.
The provider of the device pays us a rental fee per year for use of the street light. Devices are primarily installed on main roads at a height of at least 6 metres.
Attaching devices to street lights has several advantages:
- Street lights are distributed widely across the borough which helps ensure comprehensive network coverage
- Visual disruption is minimised compared to standalone towers or poles
- Integration with the existing power grid simplifies installation
In 4G networks, small cell devices address coverage gaps and bolster connectivity in high-traffic zones such as commercial centres, transport hubs, and large venues. They are indispensable to 5G networks due to their ability to operate on higher-frequency bands.

We have entered into a number of open access agreements with small cell device suppliers, to expand the 4G and 5G network throughout the borough at no additional cost to the Council.
