Highway Maintenance Transparency Report 2026/27

We are responsible for maintaining approximately 380km of roads and 700km pavements. The highway network is our largest, most visible, and most valuable asset, playing a vital role in supporting movement, economic activity, and the overall character and quality of the borough.

We continue to invest significantly in renewing roads and pavements across Richmond, delivering one of the largest highway resurfacing programmes of any London borough. This investment helps ensure that our highway network remains safe, resilient, and fit for the needs of residents, businesses, and visitors.

How works are funded

The majority of this programme is funded directly by the Council. This includes a combination of proactive repairs, preventative maintenance, and a substantial increase in resurfacing and renewal works aimed at improving the condition of roads and pavements across the borough.

The Department for Transport (DfT) provides additional support towards the borough-wide highway maintenance programme and requires all local highway authorities to publish information on their highway maintenance activities. This helps residents and businesses understand how funding is being invested and the improvements being delivered in their local area.

DfT funding is provided through two parts: a Baseline Allocation and an Incentive Allocation. To secure the full allocation, we must meet a number of requirements, including publishing a transparency report and demonstrating best practice in managing and maintaining our highway network.

For 2026/27, Richmond’s Baseline Allocation is £1,194,000, with up to £733,000 available through the Incentive Allocation. While this funding provides a valuable contribution, the majority of investment in highway maintenance is funded directly by the Council. Together, these resources support our ongoing commitment to maintaining and improving the borough’s highways for the benefit of all road users.
