Busking and street entertainment

We don't license busking, so anybody can set up and perform at any time. In an attempt to minimise disturbance, we're trialling a code of conduct approach between January and December 2026.

During this period, we ask buskers to voluntarily adhere to the code for busking and street entertainment at Richmond Riverside.

We will consult with residents and local businesses during this time before adopting a longer-term approach.

The code sets a standard that, if complied with, will ensure busking can continue without the need for us to take action.

Buskers should adhere to this voluntary code of conduct.

Duration and location

Performances in one location are typically limited to 45 minutes in the defined pilot area.

Time restrictions

Busking is generally permitted between 10 am and 7 pm.

Noise and amplification

Excessive amplification is discouraged and will be addressed by Council officers, with performers expected to keep sound levels at a reasonable level that do not disrupt nearby activities or cause a nuisance.

Repertoire

Performers should have a varied repertoire to avoid excessive repetition of songs or music.

Obstructions

Performances and audiences should not obstruct pedestrian traffic, road users, or access to buildings. 

Respect for others

Performers should be considerate of residents, businesses, and other performers, and cooperate with any instructions provided by a Council officer.

No soliciting 

While performers can accept donations, they cannot sell or offer for sale any article without a valid street trading licence.

Safety

Performances should abide by the relevant health & safety guidance and ensure the continued safety of the general public. 

Clear communication

Performers should be approachable and avoid covering their faces, which can make it difficult for people to address concerns. 

Tidiness

Performers should keep their performance area clean and tidy up afterwards.
