Richmond Council reaffirms commitment to retaining a more democratic form of governance

We have reaffirmed our commitment to the committee system amid the government's proposed changes.
At the full council meeting held on Thursday 27 January, it was resolved that we will continue to operate the committee form of governance.
Councillor Gareth Roberts, Leader of Richmond Council, said: “The committee system of governance has worked well for Richmond since 2019. We are reaffirming our commitment to continue to operate a committee system for our form of governance.
“The committee system is more democratic and ensures that all elected councillors, regardless of political affiliation, are actively involved in the decision-making processes that affect the lives of our residents.”
Last year, the government announced their intention to legislate for the abolition of the committee system in local government, a move that would reduce elected councillors in decision-making.
However, an amendment in November 2025 to the English Devolution and Community Empowerment Bill appears to leave an option for councils to retain committee system arrangements.
By involving a politically balanced mix of councillors from the full membership in each decision-making committee, we ensure that diverse perspectives are heard and considered on the important issues affecting local communities.
