In 2021, we consulted residents in Fulwood Gardens on the possibility of introducing parking controls to their road, and residents in Erncroft Way on the possibility of re-designating the existing CPZ (Zone C) which operates there and forming a new separate CPZ.

Following the decision not to proceed any further with the above, we are now consulting on extending the Cole Park Controlled Parking Zone (Zone C) to Fulwood Gardens.

Background

We have received petitions from residents in Fulwood Gardens and Erncroft Way requesting a daytime Controlled Parking Zone (CPZ) to operate from 11am to 1pm, Monday to Friday to primarily deter all day commuter parking.

A daytime CPZ does not currently operate in Fulwood Gardens. The adjacent Cole Park CPZ (Zone C) operates in Erncroft Way from 8.30am to 6.30pm, Monday to Friday. The Twickenham event day parking controls (Zone R) operates in both roads when a major event is held at Twickenham Stadium with specific hours designated for each event.

Residents, their visitors, and businesses wishing to park on street during the operational days/hours of a CPZ are required/able to purchase and display a valid parking permit, unless they live in a property subject to a restriction on the issue of permits. These are normally properties that have been built within the last 20 to 25 years.

Given that Fulwood Gardens is the only road in the area outside the existing Zone C, we would normally offer to add this road to the zone. However, this CPZ's hours of operation are much longer than the two hours of control requested in the petition from this road. In addition, to create a new CPZ, we would require a minimum of two interconnected roads. Given the support shown by the petitions, we are considering the possibility of forming a new CPZ (Zone C1) from Fulwood Gardens and Erncroft Way.

Parking proposals

We wanted to hear the views of residents living in Fulwood Gardens and Erncroft Way and all adjacent properties, on the following two options:

Option 1

  • Introduce a new CPZ in Fulwood Gardens and in Erncroft Way (Zone C1) to operate 11am to 1pm, Monday to Friday
  • Erncroft Way residents would no longer be eligible to apply for Zone C permits (resident and visitor), but they would instead be eligible to apply for permits for the new Zone C1 which would enable them to park in Erncroft Way and Fulwood Gardens only
  • Zone C residents would not be eligible to park in Zone C1
  • The cost of an annual resident parking permit would be £53.50 in Zone C1 compared to £91.00 in Zone C. (Subsequent permits purchased per household / business per year are approximately 50% more for the second permit issued and approximately 50% more again for third and subsequent permits issued per household / business)
  • Resident visitor permits (scratchcards) currently cost £14.55 per book of ten half day permits. These are half price to the over 60s. (£7.30 with older person’s discount). Pre-booked sessions online (Pay as You Go) are £1.45 each (75p with older person’s discount)
  • One visitor permit, correctly validated, would be required for one full day’s parking in Zone C1. Two are required in Zone C
  • Zone R will continue to operate as it currently does

Option 2

  • No change to the current parking arrangements
  • Erncroft Way to remain part of Zone C (8.30am to 6.30pm, Monday to Friday) and to retain eligibility to park throughout Zone C. Zone C permit price to remain the same (£91 per annum)
  • Zone C residents would continue to be eligible to park in Erncroft Way
  • No daytime CPZ to be introduced in Fulwood Gardens
  • Zone R will continue to operate as it currently does

Consultation

The consultation opened on Friday 23 July and closed on Friday 17 September 2021.

Of 127 documents delivered, 94 (74%) were returned or completed online.

42 respondents (58%) supported option 1, and 31 (42%) supported option 2.

The consultation asked people the reasons for their choice. The two most selected options were:

  • 49 (52%) selected 'I don't mind paying for a permit if it means I can park more easily'
  • 39 (41%) selected 'I am happy with the present arrangements'

Decision

The following decisions were made:

  • Not to progress proposals to introduce a separate CPZ, Zone C1, into this area
  • No change to the parking arrangements in Erncroft Way
  • Residents in Fulwood Gardens to be consulted on the possibility of extending the adjacent Cole Park CPZ, Zone C, into the road
  • The Twickenham event day parking controls (Zone R) to continue to operate in both roads when a major event is held at Twickenham Stadium with specific hours designated for each event
