Cycling on the footway (pavement) in England and Wales is an offence. This may only be relaxed where there are signs showing that cycling is allowed.

Enforcement

Cycling on the footway in England and Wales is an offence under Section 72 of the Highways Act 1835 as amended by Section 85(1) of the Local Government Act 1888.

Responsibility for enforcing this lies with the Metropolitan Police, who may issue a warning, a fixed penalty notice or choose to prosecute. If you have any issues relating to cycling on the footway in your location, then you should contact your local Safer Neighbourhood Team.

Training

We recognise that footway cycling is an important issue and we have expanded cycle training provision for adults. This stresses the importance of legal and considerate cycling as well as practical training on how to cycle safely and confidently on busy roads.
