The West Twickenham CPZ

We commenced a review of parking in the Hamilton Road/Colne Road area in 2015/16 in response to residents' feedback.

Background

This review was commissioned after consideration of requests and comments received from residents of this area for requesting a Controlled Parking Zone (CPZ).

These requests are due to reports and observations of levels of non-resident parking activity resulting in a lack of available parking space for residents.

First stage consultation - July to September 2016

As part of the review we have consulted affected residents and businesses of this area to see if there is support for a new Controlled Parking Zone to be introduced.

This consultation closed on Friday 9 September 2016.

Results

• 1392 properties consulted
• 684 (49%) respondents
• 445 (32%) in favour of a CPZ
• 217 (16%) against a CPZ
• 18 (1%) neutral/no view

Closer analysis of the results show that there was majority support (over 50% of the total households) for a new CPZ in two areas within the consultation boundary:

• Area 1: Hamilton Road, Talbot Road, Marsh Farm Road, Norcutt Road, and Warwick Road
• Area 2: Crane Road, Gould Road, Gravel Road and May Road

There was also support for a CPZ in Knowle Road. However, as there was insufficient support for a CPZ in Colne Road, Knowle Road does not adjoin either of the above two areas.

The preferred choice of operational hours across the area was 8.30am to 6.30pm, either Mon-Sat or Mon-Sun. Some support was also shown for operational hours applying when there is a major event at Twickenham Stoop / Twickenham Stadium. The consultation will offer a choice of two sets of operational hours – 8.30am to 6.30pm, Mon-Sat or 8.30am to 6.30pm, Mon-Sun (including Bank Holidays).

Decision

The decision has been made to proceed to a '2nd stage' consultation proposing a new CPZ in two areas.

Second stage consultation - May to June 2017

We asked residents and businesses on proposals to implement a new Twickenham CPZ (Zone D1) in two areas:

• Area 1: Hamilton Road, Talbot Road, Marsh Farm Road, Norcutt Road, and Warwick Road (orange shaded area on map below)
• Area 2: Crane Road, Gould Road, Gravel Road and May Road (green shaded area on map below)

The proposed CPZ areas are to be formed of the same one zone (the West Twickenham CPZ, Zone D1).

All households in roads not included in the proposed CPZ areas but situated within the '1st stage' consultation area were asked if they wanted to be included in the new CPZ areas should they be implemented (blue shaded area on map below).

Should the results of the consultation show sufficient support for one or both of the proposed areas, we would proceed to implementation later in the year.

Results

• Sufficient support (over 50% of the total households in favour) for the proposed Zone D1 in both Areas 1 (52%) and 2 (51%)
• Sufficient support (over 50% of the total households in favour) for the inclusion of Albion Road (60% of households) and Knowle Road (71% of households) in Zone D1
• The operational hours of Mon-Sat 8.30am to 6.30pm were favoured by the majority of responding households of the proposed zone area
• 49% of households in Colne Road, (East of May Road) supported the inclusion of their road in Zone D1
• Insufficient support in favour of the inclusion of the remaining roads in Zone D1
• Whilst the results of the consultation for Edwin Road and Colne Road (between May Road and Heath Road) did not show sufficient support, in the event of implementation of the new Zone D1, these roads would be effectively surrounded by roads subject to parking controls. With the possibility of displacement parking occurring in these roads, residents may be subject to higher difficulties than usual in finding a parking space in close proximity of their residence.

Decision

The decision was made to implement Zone D1 to include Areas 1 and 2 and Albion Road, Knowle Road, Edwin Road and Colne Road (between May Road and Heath Road) and the northern arm section of The Green as it is an important main road traffic corridor and for the scheme to operate Monday to Saturday, 8.30am to 6.30pm.

However, following consideration of two petitions from residents in Mereway Road and Andover Road in March 2018, the impact on them and road safety implications for the other roads outside the CPZ, we agreed to include Mereway Road and Andover Road plus all the remaining roads in the original consultation area (Colne Road, Briar Road, Camac Road and part of Staines Road) in the new CPZ.

The West Twickenham CPZ will be known as Zone WT (no longer D1 as previously stated).

Residents living in properties which are subject to a Section 106 agreement will not be eligible for a permit to park in the new West Twickenham CPZ (WT).

Implementation

From Monday 21 May 2018 to Saturday 9 June 2018, any parking contraventions such as parking without a permit may result in warning notices being affixed to vehicles, but there will be no further action taken. From Monday 11 June 2018, Penalty Charge Notices could be issued. 

The Zone WT is being implemented by way of Experimental Traffic Orders and will be monitored over the first six months of operation. Representations to the proposals are invited and may be made easier by letter to the Head of Engineering (Traffic and Parking Policy), Civic Centre, 44 York Street, Twickenham, Middlesex, TW1 3BZ or by email to highwaysandtransport@richmond.gov.uk.

Plan

Parking places will be designated (lined and signed) throughout the zone with the exception of Marsh Farm Road, Talbot Road, Hamilton Road, Norcutt Road, Warwick Road, Camac Road, Andover Road and Mereway Road (north of Gould Road). In these roads, permit parking areas will be signed without bay markings given that these roads/sections of road are no through roads. No double yellow lines will be installed at the ends of the road from the live date. However, these locations will be monitored with a view to installing them if required for safety reasons.

What happens next

During its first six months of operation, the CPZ will be monitored to see how the new layout is working and whether any modifications need to be considered. Representations will also be invited during this period.

Application form packs will be posted to all properties within the zone in April 2018 along with more information on the initial six month consultation period.

Parking beat surveys - June 2015

We commissioned Sky High to carry out parking beat surveys, to assess the current levels of parking demand in the area. The surveys were completed in June 2015.

What we surveyed

During the surveys we estimated the number of:

• Residents' vehicles parked
• All day commuters parked
• Short stay vehicles parked

The estimates were made using our parking beat survey criteria(pdf, 243KB).

The results are shown in graphical form together with a summary by street.

Meadway Extension - February/March 2019

We consulted residents and businesses in Meadway and the Park Crescent cul de sac area (see the consultation plan) on the possibility of implementing parking controls. This consultation followed the receipt of a petition from Meadway residents in July 2018 asking for this road to be included in the existing West Twickenham CPZ. It is understood that residents of this road have regularly experienced difficulties in finding a parking space near to their home due to the parking of vehicles by non-residents.

If there is support to introduce parking controls, we would consider developing proposals in the form of an extension of nearby existing Zone WT, which operates (8.30am to 6.30pm, Monday to Saturday).

The consultation commenced on Friday, 1 February and closed on Friday, 8 March 2019.

Parking beat surveys

Officers base their recommendations on their own observations of parking conditions in the area. As an additional source of information, parking beat surveys are often carried out by an external survey company. These are only expected to be a snapshot of the parking conditions to establish reasonable estimates of the numbers of vehicles parked belonging to residents, visitors and non-residents.

Results

The Meadway parking consultation results (pdf, 107 KB) show:

• 64 per cent of respondents over the whole area in support of an extension of Zone WT.

Decision

• Extend the West Twickenham CPZ into Meadway, the roads comprising the Park Crescent cul-de-sac and adjacent sections of Staines Road. View plan (pdf, 585 KB)
• Operating Monday to Saturday, 8.30am to 6.30pm.

The CPZ extension will be implemented by way of Experimental Traffic Orders to provide a period of operational experience of the scheme and to allow representations to be made during the first six months of operation when a review will take place.

• Meadway and Park Crescent area – Results of Parking Consultation

Preliminary design

We consulted the community on the design of the parking layout. A summary of the design is below:

• Parking bays in Meadway will be marked where it is safe and appropriate to park and yellow lines where it is not
• The majority of parking bays in Meadway will be designated for permit holders only (Resident and business). (Marked purple on the plan)
• Some bays in Meadway will allow permit holders and visitors to park. (Marked green on the plan)
• Some additional yellow lines will be installed to deter obstructive parking, maintain traffic flow including pedestrian access to Kneller Gardens and Crane Park
• Parking in the Park Crescent cul de sac area will be designated for permit holders and will not be in marked bays. There will be a sign at the entrance of the road saying Permit parking beyond this point, and lines and signage will be kept to a minimum. Authorised parking will be permitted in front of dropped kerbs but yellow lines will be required in certain locations to maintain access. This layout is called a Permit Parking Area and seeks, where possible, to continue existing patterns of parking to maximise space (shaded in yellow on plan)

Implementation - Update 28 February 2020

• Due to a backlog with the issuing of permits and to ensure all residents have their permits in time, we are deferring the issue of warning notices for approximately two weeks
• The start date of the Zone WT Extension into Meadway and Park Crescent CPZ is now expected to be Monday 16 March 2020
• Once the majority of permit applications have been processed, warning notices will be issued for any parking contraventions such as parking without a permit, but there will be no further action taken
• The issue of warning notices is expected to take place from Monday 16 to Saturday 28 March
• From Monday 30 March, Penalty Charge Notices are expected to be issued
• The lining and signing is mostly complete, but due to recent wet weather, this is taking a little longer to complete. The two week deferment is expected to allow sufficient time to complete the final works
• All Zone WT Resident Permits have been charged from Wednesday 1 April 2020 to allow for works to be completed

Post-implementation
