The Richmond upon Thames Compact sets out the way the Council and the voluntary sector have agreed to work together. It contains guidelines and principles to help us support good practice and effective working relationships.

Refreshed Richmond upon Thames Compact launched

The Richmond upon Thames Compact(pdf, 292KB) was launched in November 2014, following a period of extensive consultation with stakeholders to agree the outcomes, commitments, and implementation plan. Richmond CVS, in partnership with the Council, will be supporting the implementation through the co-ordination of a Compact Review Board.


In addition to the revised Richmond upon Thames Compact, two Compact Toolkits have been developed. These are designed to support statutory and voluntary sector partners to work better together and demonstrate how they are meeting the Compact commitments.

The Toolkits can be accessed and utilised by anyone looking for guidance on how to ensure their work programmes, projects and partnerships meet the outcomes of the Compact.


Ensuring that there is an established framework for partnership working lies at the core of the Compact and Toolkits. The objective is for all stakeholders to be able to have a voice and use the Compact as a way of working together. The implementation document outlines numerous ways in which the Compact will be implemented.

It aims to:

  • raise awareness of the Compact
  • create an accountability framework for organisations that sign up to its principles and outcomes, and
  • capture the learning where the Compact has worked well and issues have been resolved.

Compact Review Board

A Compact Review Board of cross sector representatives has been established, which will have oversight of the Compact and agree the Annual Report for the Compact. It will also form part of the resolution process and help to gather examples of good practice where the Compact has worked well for partners.

The members of the Compact Review Board are:

  • 1 member from Richmond Council for Voluntary Service - Kathryn Williamson
  • 1 trustee/staff member of a voluntary sector organisation - Denise Carr
  • 1 trustee/staff member of a voluntary sector organisation - Ranjit Dillon
  • 1 member of the Council's Procurement team - Aileen Sherman
  • 1 member of the Council's Corporate Strategy and Policy team - Melissa Watson
  • 1 member from Achieving for Children - Joel Hartfield
  • 1 member from the Clinical Commissioning Group and Council Commissioning team - to be confirmed
