Dog Control Orders

Dog Control Orders require that you clean up after any dog in your charge, keep the dog on a lead, and the maximum number of dogs you can walk and where you can walk them, within London Borough of Richmond upon Thames.

Anyone who fails to comply with any of the Dog Control Orders may be issued with a Fixed Penalty Notice, similar to a parking ticket, or face prosecution, which could lead to a fine of £1000 or more.

Special dog mess bins do not have to be provided for the Orders to apply. It is acceptable to put wrapped dog waste in public litter bins.

The Orders and where they apply

The Orders apply to all land in the London Borough of Richmond which is open to the public, including roads, footpaths, pavements, alley ways and towpaths, all grass verges, and parks and open spaces including wooded areas.

The Fouling of Land by Dogs Order 2007

This Order makes it an offence to leave dog mess made by a dog you are in charge of anywhere within the London Borough of Richmond upon Thames.

The Dogs Exclusion Order 2007 and 2013

This exclusion Order restricts access to a small number of:

  • recreational sites
  • areas where wildlife is a priority
  • land used as formal sports fields

The Dog Specified Maximum Order 2012

This Order restricts the maximum number of dogs a person may take onto land to six. This applies to the public highway and all parks and open spaces sites where dogs are permitted.

Dogs on Leads Order 2007

This Order requires that dog walkers must keep dogs on leads on all roads and footpaths accessible to the public, as well as the following parks and open spaces:

The definition of all roads and footpaths include those with public rights of way and private estates to which the public has access to.
