APPLICATIONS FOR DEVELOPMENT PERMISSION; LISTED BUILDING CONSENT; AND ENFORCEMENT OF PLANNING CONTROL Reports of the Development Control Manager attached – see list below.
The recommendations contained in the attached reports are those of the officers and are not binding upon the Committee.
The Chair will determine the order in which the attached reports are to be heard at the start of the meeting. Members are asked to note that there will be an adjournment of the meeting for a period of approximately 10 minutes starting at a convenient time between 9.00 and 9.30pm. |

09/0295/FUL 19 POWDER MILL LANE, WHITTON Proposed conversion of existing dwelling to doctor’s surgery incorporating single storey side and rear extensions plus alterations to the entrance.Formation of car parking area at front.
Officer’s Recommendation: PERMISSION Minutes: The application be approved subject to the conditions and informatives as set out in the report submitted.
[The Development Control Officer made the following corrections to the report:
Para 7: Letters of objection received 11 not 13, Total letters 40 not 42
Para 12, 12th line: Delete
The Development Control Officer also reported late representation received from the owner of 160 Percy Road, Dr. Kudra’s current surgery that –
· Surgery operates late extended hours on Tuesdays between 6:30pm and 8:00pm · The Percy Road practice on 18th June 2008 had in excess of 5000 patients including other site and that the level of patients was increasing by 50 patients per month · He believes Dr Kudra has provided incorrect information regarding his opening hours and total practice size.
The Committee heard representations from Mr Chamberlian, Mr Watson, Dr Kudra, Mr Houragan, Miss Khushal and Cllr Coombs who spoke as an Interested Councillor]

08/1997/FUL ASGILL LODGE, OLD PALACE LANE, RICHMOND Erection of a new dwelling
Officer’s Recommendation: PERMISSION Minutes: The application be approved subject to the conditions and informatives as set out in the report submitted.
[The Development Control Officer reported 5 further late representations received, one on behalf of the Asgill House Lodge Action Group, and one from the Richmond Society reiterating objections in the committee report and raising the following new points:-
· Footprint too big, larger than Asgill Lodge and earlier schemes · Buildings around it are BTMs except for 13 Old Palace Lane · Loss of a large plot which contribute to the character of the area · Urbanisation/industrialisation of passageway · Existing trees not shown on SW elevation · Inappropriate infill · Not to impair important views or skylines · Loss of area of townscape importance. · Until clarification on what will be seen from the passageway, permission should be conditional on the facing or finish of any visible protrusion being treated as a reserved matter, and to have a cladding aesthetically compatible with the boundary wall (or if it is to remain painted, at least the colouring to be toned down to blend in sensitively with the charm of the position) · Colour inappropriate · Statement architecture inappropriate in this location and in the precincts of the former Richmond Palace · Photograph from Councillor Fleming and Councillor Elengorn regarding the passageway and trees adjacent
The Development Control Officer made the following amendments and additions to the report: · Page 7 – Insert ‘Housing sites’ before SPD · Page 11 Delete para.20 (repetition of para.29) · Page 12 para 24. Line 3 after public area add, excepting for the non-TPO holly and crab apple adjacent to the passageway but which are not specimen trees and one of which is in a poor condition. It is therefore considered that there will be no sustainable prejudice to visual amenity. · Page 13 – Add extra planning condition re bio-mass boiler as follows:
“Details of the bio-mass boiler and any associated pipes and flues, shall be submitted to and approved in writing by the Local Planning Authority, prior to the first occupation of the development.
Reason: To ensure that evidence is provided to demonstrate that the bio-mass boiler is an exempt appliance, and has been tested and certified as an exempt appliance in accordance with the Clean Air Act 1993.”
· Page 13 – Add extra planning conditions re archaeology as follows:
“No development shall take place within the proposed development site until the applicant, or their agents or their successors in title, has produced a detailed scheme showing the complete scope and arrangement of the foundation design and ground works, which have been submitted to the planning authority and approved in writing.
Reason: To safeguard any potential archaeological interest on the site located in the vicinity of the remains of Richmond Palace, Sheen Palace and Sheen Manor House.”
· Page 13 amend condition NS03 to insert ‘Heavy Standard’ in front of replacement tree.
· Page 13 amend drawing ref. nos. to PD1020E, PD1021E, and PD1204B received 16th April 2009.

08/0108/FUL GARAGE SITE BETWEEN NO’S 3 AND 5 CLIFDEN ROAD, TWICKENHAM Demolition Of Existing Garages And Erection Of 3 Storey Block Of 6 No. Flats, 2 No.Houses And 1 No.Bungalow With Access Road And Associated Parking.
Officer’s Recommendation: PERMISSION Minutes: The recommendation be NOT adopted for the following reason:
“The proposed flat block, by reason of its scale, frontage width, proportions and discordent design, would be obtrusive and out-of-keeping with the scale, character and design of surrounding properties, the Clifden Road street scene and the visual amenities of occupants of neighbouring houses. The proposal is hence contrary to Policies BLT 11, 13 and 16 of the London Borough of Richmond upon Thames Unitary Development Plan: First Review 2005 and Adopted Supplementary Planning Documents: 'Design Quality' and 'Small and Medium Housing Sites'.”
[The Development Control Officer made the following amendments and addition to the report:
‘Summary of Application’ and para 52 ‘Conclusion’ amended to read · The proposed scheme would be acceptable providing additional small housing in buildings of a contemporary and sustainable design but with a low impact on neighbour amenity, nearby trees and the street scene. While vehicles parking from the garages are likely to be displaced only 7 are rented to residents on Clifden Road suggesting that a dispersed impact across many roads. The garages are also sub-standard in size and hence sometimes used for casual storage rather than the garaging of cars. A unilateral undertaking has been submitted securing the relevant planning obligation strategy contributions as set out above, total sum £45,014.33
Conditions Amend NS01 · Replace ‘The development hereby approved shall not be constructed until off-site works to the existing and proposed road humps and parking bays have been undertaken…’ with ‘No part of the development hereby approved shall commence until off site works to the existing and proposed road humps and parking bays have been completed.’
Additional · That all new hardsurfacing shall be porous and constructed and laid out in accordance with details to be submitted to and agreed in writing by the Local Planning Authority.
Reason: In the interest of sustainable construction and to avoid excessive surface water run-off.
