Development Management Plan (DMP)

The Development Management Plan (DMP) builds on the Core Strategy and includes more detailed policies for the management of development. It is part of the Local Development Framework (LDF), which will replace the Unitary Development Plan (UDP) with a “folder” of documents. This folder of documents includes the adopted Core Strategy and adopted DMP; it will include further Development Plan Documents (DPDs), such as the Twickenham Area Action Plan and the Site Allocations DPD.

The DMP was submitted to Government on 7 February 2011. The independent Examiner, Mr Gideon Amos OBE RIBA MRTPI, has reported on the Examination into the Development Management Plan. His overall conclusion is that the DMP is sound. View the Examiner's Report(pdf, 224KB).

The DMP was adopted on 1 November 2011, following recommendation by Cabinet and full Council.

Following the adoption of the DMP, the UDP is now superseded with the exception of the site specific proposals and the policy on waste collection and disposal.

Issues consultation

The Issues consultation started in June 2009. To reflect new government guidance, this was a continuous stage of consultation, including a series of workshops on specific topics, which ran until October 2009. The aim of this Issues consultation was to find out everyone’s views on the issues raised and whether there were any further matters that should be addressed in this DPD.

Pre-submission consultation

The pre-submission consultation was from Friday 29 January to Friday 12 March 2010. The aim of this was to consult on detailed policy wording before finalising the document for submission to Government in autumn 2010.

Publication consultation

The Council sought comments with regard to the soundness and/or legal compliance on the Publication Version of the DMD from Monday 25 October 2010 to Monday 6 December 2010. Find out more about the Publication stage by looking at our Publication page.

Submission

The DMP publication documents, the comments received during Publication Consultation and the minor changes proposed by the Council before submission in response to Publication Consultation comments were submitted to the Secretary of State for examination by an independent Planning Inspector on Monday 7 February 2011.

Examination

Following the submission of the DMP to the Secretary of State, an independent Examiner has considered the “soundness” of the DMP, which means that an Examiner checked that all legal requirements have been met and considered comments from residents, stakeholders and businesses as well as took into account the local evidence base. The Examination in Public was held in May and June 2011.
