Current SEN provision at The Russell Primary School

The SEN provision at The Russell Primary School is for pupils from 4 to 7 years old. The provision caters for 5 pupils with severe and complex needs including autism. Pupils require a statement of special educational needs or Education, Health and Care Plan.

The provision offers intensive specialist teaching that is targeted at the individual needs of each pupil. The provision includes input from a wide range of professionals including speech and language therapists, occupational therapists and educational psychologists.

Current SEN provision at The Strathmore Special School

Strathmore Special School is for pupils from 4 to 19 years old. The school caters for pupils with severe and complex needs including Autism. Pupils require a statement of special educational needs or Education, Health and Care Plan.

The provision offers intensive specialist teaching that is targeted at the individual needs of each pupil. The provision includes input from a wide range of professionals including speech and language therapists, occupational therapists and educational psychologists.

Strathmore School currently has 57 pupils aged 4-19 years old. This is broken down in the following way:

  • 19 pupils within Key Stage 2 (7 – 11 years old);
  • 18 pupils within Key Stage 3 (11 – 14 years old);
  • 3 pupils within Key Stage 4 (14-16 years old);
  • 17 pupils Post 16 (16-19 years old);

Changes to Strathmore School were approved in June 2013 including the expansion of the school to provide for up to 96 places for children aged 4 to 19 and the re-provision of the school on three sites including primary aged provision at The Russell School site.

Proposals

The proposed changes are:

  1. The current specialist provision for pupils with special educational needs will no longer be provided by The Russell Primary School with effect from 1 September 2016.
  2. Current pupils at the SEN provision at The Russell Primary School will move onto the roll of Strathmore Special School from 1 September 2016.
  3. Current pupils at the SEN provision at The Russell Primary School will be educated on the site of Strathmore Special School at The Russell Primary School site.
  4. Any staff transferred from The Russell Primary School would be employed and managed by Strathmore Special School.
  5. The revenue budget for pupils in the specialist provision at The Russell Primary School would be transferred from The Russell Primary School to Strathmore Special School.

Benefits of the changes

Overall, the changes will generally enable the Council to deliver its commitment to improve SEN provision in the borough and more specifically provide the following benefits:

  • Pupils currently on roll at the SEN provision at The Russell Primary School will have enhanced access to the specialist teaching and support provided at Strathmore
  • Pupils currently on roll at the SEN provision at The Russell Primary School will have greater access to a wider multi professional team.
  • Staff currently at The Russell Primary School would have enhanced access to high quality professional supervision and training.
  • Pupils currently on roll at the SEN provision at The Russell Primary School would still retain the opportunity of inclusion within a mainstream setting. The practical arrangements for this would be planned and agreed on a pupil by pupil basis.

Consultation

This is a consultation on redeveloping Special Educational Needs provision for Strathmore School which currently provides 155 places for children and young people with complex needs.

As the proposal involves closing the specialist SEN provision at The Russell Primary School, the Council is required to follow a legal process to bring about those changes and to consult to gather people’s views.

*The TUPE process for staff in scope will be managed by the governors of The Russell Primary School. This will involve a separate consultation process in partnership with the governors of Strathmore Special School and HR services.
