We are reviewing parking in the North St Margarets area in response to residents' feedback.

Background

Between September 2015 and March 2016, parking controls were introduced in a number of roads in the St Margarets area, mostly north of the A316. Implementation of these parking schemes was in response to petitions requesting parking controls received by the Council from residents of this area.

Last year, the Council received petitions from residents of Haliburton Road, Heron Road, Kilmorey Gardens, Kilmorey Road, Newry Road Northcote Road, St Margarets Road and Talbot Road. Following consideration of these petitions, the Council decided to review the parking controls and carry out further consultation with residents.

Consultation – December 2016

The consultation was in three parts:

Proposed Zone S3 Extension (yellow area on plan)

Haliburton Road, Heron Road, Kilmorey Gardens, Kilmorey Road, Newry Road Northcote Road and Talbot Road.

Possible Zone S3 Extension (pink area on plan)

Railshead Road and St Margarets Road.

Possible Zone S2 Extension (light blue area on plan

Normanhurst Drive.

Based on the results showing support for parking controls, the Cabinet Member for Highways and Streetscene approved the implementation of an extension of Zone S3 to all nine roads included in the consultation.

As no responses were received to the consultation seeking feedback from residents of Normanhurst Drive on a possible extension of Zone S2, the decision was made to proceed no further with this at this time.

Implementation

The extension of Zone S3 came into operation on Monday 16 October 2017.

The Zone S3 extension is being monitored over the first six months of operation. Representations to the proposals are invited and may be made either by letter to the Head of Engineering (Traffic and Parking Policy), Civic Centre, 44 York Street, Twickenham, Middlesex, TW1 3BZ or by email to trafficandengineering@richmond.gov.uk.

Review

The Council will review all new controls after six months of operation. These reviews take into account all comments received including any requests (including petitions) to modify, extend or remove the controls.

1st stage consultation - December 2014.

This consultation sought feedback from residents on whether they would wish to see parking controls implemented in the area.

Based on the results showing support for parking controls, the Cabinet Member for Highways and Streetscene approved the undertaking of a 2nd stage consultation.

2nd stage consultation (part 1) - June 2015

This consultation sought feedback on proposals for the following:

  1. A new parking scheme in the St Peter’s Road/St George’s Road area (Zone S3) operating between 10am and Noon on Monday to Friday and;
  2. An extension of the St Margarets South Controlled Parking Zone (CPZ) Zone S applying between 10am and 4.30pm on Monday to Friday in the Heathcote Road/Cassilis Road area, and;
  3. An extension of the St Margarets North Parking Scheme Zone S applying between 10am and 4.30pm on Monday to Friday Seek in the Normanhurst Drive/Ailsa Avenue/Gordon Avenue area.

The results showed support for a new Zone S3 to also include Heathcote Road, and support for an extension of Zone S2 in Ailsa Avenue and Gordon Avenue. These schemes were all implemented in September 2015 by way of Experimental Traffic Orders.

Following this, the Council received a petition from residents of Cassilis Road, Norfolk Close and Nicol Close in November 2015. Following further consultation, Zone S3 was extended to these roads in March 2016 by way of Experimental Traffic Orders.

2nd stage consultation (part 2) - Dec 2016 – Jan 2017

Following a review of Zones S2 and S3 that were implemented in September 2015 in St Margarets, arrangements were made in December 2016 to make the Experimental Traffic Orders permanent so that these schemes could continue to operate indefinitely.

Following the receipt of petitions in 2016 from residents in Haliburton Road, Heron Road, Kilmorey Gardens, Kilmorey Road, Newry Road, Northcote Road, St Margarets Road (between Northcote Road and Railshead Road) and Talbot Road, it was decided to proceed to a second stage consultation to:

  • Propose an extension of Zone S3 to two separate areas (see yellow areas on map attached)
    • (1) Haliburton Road, Heron Road, Newry Road, Northcote Road and Talbot Road, and
    • (2) Kilmorey Gardens and Kilmorey Road
  • Consult all properties in Railshead Road and St Margarets Road (between Northcote Road and Railshead Road) on whether they would wish to become part of Zone S3 if either or both of the proposed extensions are implemented (purple area on map attached)
  • Consult all properties in Normanhurst Drive on whether they would wish to become part of Zone S2 (blue area on map attached)

The consultation period ended on Friday 20 January 2017.

Results

Results of the consultation:

  • Sufficient support (over 50% of the total households) in favour of the proposed extensions of Zone S3 to both areas as described in paragraph 7.1
  • Sufficient support (over 50% of the total households) in favour of the inclusion of St Margarets Road in Zone S3 as described in paragraph 7.1
  • Insufficient support in favour of the inclusion of Railshead Road in Zone S3
  • Insufficient support in favour of the inclusion of Normanhurst Drive in Zone S2

Decisions

Decisions made after the consultation:

  • Extend Zone S3 to the two proposed areas and to include St Margarets Road
  • Extend Zone S3 to Railshead Road given the likelihood of displacement of parked vehicles from the extended zone
  • Do not extend Zone S2 to Normanhurst Drive at this time
  • Following requests received from residents and visitors to the area, officers develop proposals to reduce the boundary of Zone S3 in Ranelagh Drive / St Margarets Drive and The Avenue and develop proposals for new waiting restrictions and changes to existing waiting restrictions in the area
  • Implement the above recommendations by way of Experimental Traffic Orders to provide a period of operational experience of the schemes and to allow representations to be made during the first six months of operation

Implementation

On Monday 16 October 2017, the St Margarets Riverside CPZ, S3 Zone, operating 10am to noon, Monday to Friday, was extended into the following roads:  Haliburton Road, Heron Road, Newry Road, Northcote Road and Talbot Road, Kilmorey Gardens and Kilmorey Road, Railshead Road, St Margarets Road (between Northcote Road and Railshead Road).

Extension Review

Having considered reports of several accidents during 2017 and 2018 and damage to residents’ vehicles by passing traffic, the council made amendments to the parking layout under emergency powers on St Margarets Road.

In March 2019, the Experimental Traffic Orders were made permanent so that these schemes could continue to operate indefinitely:

  • A double yellow line restriction was installed to prevent any parking fully on the carriageway in locations where it causes conflict with moving traffic along St Margaret’s Road
  • Full carriageway parking bays on St Margarets Road (between Northcote Road and Heron Road) was converted to partial footway parking bays. This extended the existing partial footway parking bays which had successfully widened the road whilst still maintaining a minimum of 1.5 metres of footpath for pedestrians

 The work was implemented on Thursday 12 July. 

Parking beat surveys

Parking beat surveys were carried out in the area in October and December 2014 to assess the levels of parking demand in the area. The surveys looked at the existing Zone S2 Controlled Parking Zone (CPZ) which operates in Netherton Road/Orchard Road, and roads that do not currently have any parking controls.

During the surveys we estimated the number of:

  • residents' vehicles parked
  • all day commuters parked, and
  • short stay vehicles parked.

The estimates were made using our parking beat survey criteria(pdf, 182KB).
