ROUTES BETWEEN LOCAL PUBLIC TRANSPORT AND CIVIC OFFICES IN TWICKENHAM BY Terry Robinson B.Sc (Describe Online) February 2003 The following pages describe the public transport and road network adjacent to the civic offices in Twickenham and safe routes between public transport and the civic offices. All information given here is gleaned from our survey of 17 September 2002, updated February 2003 in the light of changes to Twickenham station and feedback from users. 1. Scope of Our Survey * London Road Twickenham between the junction with Whitton Road and King Street * Twickenham Rail station * King Street, from bus stop K, west of Queens Road to the junction with London Road and York Street * York Street, including entrances to the Civic Centre, 42 York Street and York House * Richmond Road, to the crossing east of Lebanon Court * Arragon Road, from London Road to the entrance of York House 2 Summary of Road Network The road network which concerns our routes is summarised below. London Road runs approximately north/south past the station. London Road continues, through the junction with Arragon Road, to the east, Katherine Street (pedestrianised), to the east, to the T-junction with King Street (west) and York Street (east). King Street (from the west) goes through the junction with Queens Road (north) then the junction with Church Street (south) and Water Lane (southwest). York Street runs east, across the junction with Garfield Road (north), Arragon Road (north/south here), past the Civic Centre, the pedestrian way, east of the Civic Centre (south) and York House. Richmond Road continues east from this point, through the junction with Sion Street (south) and the entrance to Lebanon Court (south). Arragon Road, having left London Road (east), beside Regal House, turns south to cross York Street (east/west), passing between the Civic Centre (east) and 42 York Street (west). Arragon Road then curves east, past the Civic Centre and pedestrian way, before turning south again across the entrance to York House, to join Church Street (east/west). Church Street, which is mainly pedestrianised, curves east to run south of York Street, joining Arragon Road, south of the entrance to York House. The pedestrian way runs south, from York Street, between the Civic Centre and York House, meeting Arragon Road just north of the entrance to York House. The pedestrian way also accesses the side, (accessible) entrance to the Civic Centre. 3. Summary of Public Transport * Twickenham station lies to the east of London Road, between the junction of Whitton Road to the north and Arragon Road to the south. The main entrance is north of the railway bridge, whilst the second (for entry by ticket holders only or when the booking office is closed) lies south of the bridge. The following bus stops were identified: * Stop C, for buses towards Fulwell, or Teddington, 267, 281 and 681 (school journeys) is on the pavement in front of the main entrance to the station. * Stop E, signed "Twickenham Police Station", for buses towards Isleworth or Whitton, 267, 281 and 681 (school journeys), is on the west side of London Road, about 50 metres south of the junction with Arragon Road * Stop F, signed "Twickenham Post Office", buses towards Fulwell, Powder Mill Lane, or Teddington, 110, 267, 281, 290 and 681 (school journeys), is on the east side of London Road just south of the crossing near Katherine Street. * Stop G, signed "Twickenham Arragon Road", buses towards Hanworth or Powder Mill Lane, 110 and 290, is on the south side of Arragon Road about 10 metres east of the junction with London Road. * Stop H, signed "York Street Twickenham", for buses towards Richmond, 33, 110, 290, 490, H22, R68, R70, N22 and Mobility buses, is on the north side of York Street about 15 metres east of the junction with Garfield Road. * Stop K, signed "Twickenham King Street", for buses towards Teddington, 33 and R68, is on the south side of King Street about 40 metres west of the crossing. * Stop L, signed "Twickenham King Street", for buses towards Fulwell, Hanworth, or Teddington, 110, 267, 281, 290, 490, 681 (school journeys), H22, R70 and N22, is on the south side of King Street about 20 metres west of the crossing. * Stop M, signed "Twickenham King Street", for buses towards Isleworth, 267, 281, 681 (school journeys) and Mobility buses, is on the north side of King Street about 50 metres west of the junction with London Road, beyond the crossing. * Stop N, signed "Twickenham King Street" for buses towards Richmond, 33, 110, 290, 490, H22, R68, R70 and N22, is on the north side of King Street, about three metres west of the junction with Queens Road. There are two request stops signed "Lebanon Court" in Richmond Road. * The stop for buses towards Hanworth, Teddington or Whitton, 33, 490, H22 R68, R70, N22 and Mobility buses, is on the south side of Richmond Road about 15 metres west of the junction with Sion Street. There's a Pelican crossing on Richmond Road about 20 metres east of this stop. * The stop for buses towards Richmond, 33, 490, H22, R68, R70 and N22, is on the north side of Richmond Road about 30 metres west of the crossing mentioned above. We did not locate Stops A, B, D or J during our survey and presume these are not relevant to this guide. 4. Location of Civic Offices Four civic buildings are the subject of this guide. * The Civic Centre is on the south side of York Street, between Arragon Road and the pedestrian way. There are two entrances, one on York Street (steps only) and the second in the pedestrian way (steps plus wheelchair access ramp). * York House is on the south side of York Street, between the pedestrian way and Sion Street. The house shares a car park with Clarendon Hall and the Hyde Room. There are three entrances to this car park: The main gate, (normally closed to vehicles), via pedestrian gates; a pedestrian only entrance into the car park via the pedestrian way; the vehicle and pedestrian entrance from Arragon Road. This last is the preferred way into this building. York House has a single step-free entrance from the south side of the car park. * 42 York Street is on the south side of York Street, just west of the junction with Arragon Road. The entrance (both steps and wheelchair access ramp) is in Arragon Road, a few metres south of the junction. * Regal House is on London Road, just north of the junction with Arragon Road. There is a single entrance which can be accessed via steps from London road, just north of the junction, or via an access road leading north, past the pub, from Arragon Road. 5. Recommended Routes from Public Transport to the Civic Buildings 5.1 From Twickenham Station Describe Online has produced a guide to Twickenham Rail Station. If you prefer to catch the bus to Twickenham King Street, towards 42 York Street, the Civic Centre or York House, leave the station via the main entrance and cross the paved forecourt. Stop C is to your right. Take any bus from here to Twickenham King Street, then follow our route from Stop L, section 5.2.4. If you prefer to walk, we recommend you leave the station via the south exit (turn left at the top of the steps from the platform and go up the slope onto London Road). If this exit is closed, you'll have to turn back along the passage, through the gates then left out of the main entrance, follow the pavement round to your left onto London Road and go over the railway bridge. Continue along London Road to the first junction, Arragon Road, then turn left. To reach Regal House, it's probably easier to cross the access road, just beyond (east) of the junction (rather than dodge parked bikes and trees on London Road), turn left and go down the slope. You pass a pub with tables and benches occupying the pavement. Go back onto the pavement and cross a recess to find Regal House to your right. The entrance has manual doors (closed at the time of our survey), followed by a revolving door, then the manual entrance/exit. Go through the doors and locate the reception desk to your right. For the other buildings, (keeping to the left-hand side of the pavement, to avoid a rail and other obstacles to your right), follow Arragon road which curves to your right. Continue to the next junction, with York Street. There's a sign, between two posts, which occupies the right hand portion of the pavement, about 70 metres before you reach this junction. On reaching the junction, move to your left to locate the Pelican crossing, which is indicated by tactile paving. This is a single stage crossing, as you face across York Street, the push button and rotating cone are to your right. There is no sounder on this crossing. Cross York Street. At this point, the Civic Centre is in front of you, 42 York Street is across Arragon Road to your right and York House is beyond the Civic Centre to your left. For 42 York Street, turn right, follow the pavement round to your left into Arragon Road and locate the Pelican crossing. This is a single stage crossing with push button and rotating cone to your right as you face across Arragon Road. Cross Arragon Road, turn left and follow the building, past an unused door, to reach the entrance. You can either turn right here and go up two steps, or continue to the access ramp beyond the steps. The ramp goes up to your right, you turn right again to reach the top of the steps. Move away from the steps to find the doors to the building. You go through two sets of automatic doors into Reception, the desk is in front of you, a few metres beyond the second set of doors. For the Civic Centre, turn left and follow the wall on your right to locate the steps-only entrance. You go up five steps, through two sets of automatic doors into Reception. The curved reception desk is in front of you, about ten metres beyond the second set of doors. For the wheelchair accessible entrance to the Civic Centre, continue to the corner of the building and turn right into the pedestrian way. This end of the pedestrian way has a flower bed surrounded by metal railings in the middle and a width restriction before you reach the entrance to the building. Beware a tree and lamp post just before the width restriction on each side of this space. Go beyond the width restriction and follow the right hand wall, past an unused door, to locate the entrance. You can go up five steps, to your right here, or continue onto the access ramp beyond the foot of the steps. As you go up the ramp, follow it round to your right through 180 degrees and turn left at the top. You're at the top of the five steps mentioned above. Continue, away from the steps, through two sets of automatic doors, into Reception. The curved reception desk is in front of you, about 15 metres beyond the second set of doors. To reach York House, we recommend that you follow Arragon Road, behind the Civic Centre, into the entrance nearest the building. Turn right and follow the pavement round to your left into Arragon Road. Follow the road round to your left and continue, past the Civic Centre till you reach the pedestrian way, to your left, a row of bollards to your right separates the pedestrian way from Arragon Road. Cross the pedestrian way to the wall, turn right and cross the entrance to York House. The traffic uses the left (north) half of this entrance as you face into it. As you cross the entrance, there's a bollard, south of which is the walkway, with no pavement. Turn left and follow the wall to your right. You pass an empty recess, before the wall retreats, round a flower bed then returns to the edge of the walkway. Beyond the wall, there are bike parks and car parking spaces to your right. Continue (east) to reach the pavement surrounding a small lawn. Follow the lawn, which retreats right to a wall which you follow till you hit the side of the ramp to York House. Go up this ramp towards the doors. There's a push button inside the door frame, on the right hand side. Go through one set of doors, the reception desk is to your left. Note that York house is sometimes used for filming so the car park can be full of cars and large vehicles. 5.2 Routes to the Civic Offices from Local Buses The table (see Appendix) shows that all buses we identified call at four stops within easy walking distance of 42 York Street, the Civic Centre and York House: * Lebanon Court south - on Richmond Road, just east of Sion Street; * Stop H, York Street Twickenham - on the north side of York Street, between Garfield Road and Arragon Road; * Stop L, Twickenham King Street - on the south side of King Street, a few metres west of the Pelican crossing. * Stop M, Twickenham King Street - on the north side of King Street, a few metres west of the Pelican crossing. The Summary of Public Transport, section 5.3, indicates those buses which stop at the three stops near to Regal House: * Stop C - on the east side of London Road, outside Twickenham station. * Stop E - on the west side of London Road, south of the junction with Arragon Road. * Stop G - on the south side of Arragon Road, a few metres east of the junction with London Road. 5.2.1 Routes to the Civic Offices from Lebanon Court South Buses towards Hanworth, Teddington or Whitton, 33, 490, H22 R68, R70, N22. Please note that this is a request stop. Get off the bus and continue west across Sion Street. You're now passing the park land in front of York House. However, rather than finding your way round the car park, we recommend you continue, past the gates, to the next left turn, into the pedestrian way. For York House and the accessible entrance to the Civic Centre, turn left here. Note that this pedestrianised area has a flower bed in the middle, surrounded by railings. There's also a width restriction with a tree and lamp post before it on either side. Go through the width restriction. For York House, follow the left hand side, pass the first turning left, (which would take you round the car park), then take the next turning. Note that York House is sometimes used for filming so the car park can be full of cars and larger vehicles. 5.2.3 From Stop M, Twickenham King Street North Buses towards Isleworth, 267, 281 and 681 To reduce the number of major road crossings, we recommend you cross King Street then go along the south side of York Street, to Arragon Road. Otherwise you'd cross both London Road, then York Street. Get off the bus and continue (east) a few metres to locate the Pelican crossing. This is a two-stage, staggered crossing with push buttons to either side of you. There are rotating cones and a quiet, multi-tone sound at this crossing. Cross to the island, turn left and locate the push button for the second stage to your right. Cross the second half of the road and turn left. The remainder of this route is as per section 5.2.4, below. 5.2.4 From Stop L, Twickenham King Street south Buses towards Fulwell, Hanworth, or Teddington, 110, 267, 281, 290 and 681 Get off the bus and turn back (east). Continue (east) along King Street, across the junction with Church Street and Water Lane, into York Street. Continue (east) along York Street, to the next junction which is Arragon Road. For 42 York Street, turn right into Arragon Road and follow the building, past an unused door, to reach the entrance. You can either turn right here and go up two steps, or continue to the access ramp beyond the steps. The ramp goes up to your right, you turn right again to reach the top of the steps. Routes from Local Buses to Regal House You could get off the bus at stops H, L, M or Lebanon Court South, proceed to Arragon Road then follow it north from the junction with York Street. The road curves left (west) to the junction with London Road. The access way to Regal House is the turning immediately before London Road. Turn right into the access way, go down the slope. You pass a pub with tables and benches occupying the pavement. Go back onto the pavement and cross a recess to find Regal House to your right. The entrance has manual doors (closed at the time of our survey), followed by a revolving door, then the manual entrance/exit. Go through the doors and locate the reception desk to your right. From Stop C, for buses towards Fulwell or Teddington, 267, 281 and 681 (school journeys), get off the bus and continue along London Road, over the railway bridge. It's probably easier to locate the access road off Arragon Road, rather than dodge parked bikes and trees whilst trying to locate the stepped entrance. Continue along London Road to the first junction, Arragon Road, then turn left. Cross the access road, just beyond (east) of the junction, turn left and go down the slope. You pass a pub with tables and benches occupying the pavement. Go back onto the pavement and cross a recess to find Regal House to your right. From Stop E, "Twickenham Police Station", for buses towards Isleworth or Whitton, 267, 281 and 681 (school journeys), get off the bus and continue to the tactile paving indicating the second crossing, which will bring you onto the north side of Arragon Road. This is a two-stage, straight crossing with a push button and rotating cone to each side of you. Cross to the central island and locate the push button and rotating cone to your right. Cross the second stage and continue (east) into Arragon Road. Cross the access road, just beyond (east) of the junction, turn left and go down the slope. You pass a pub with tables and benches occupying the pavement. Go back onto the pavement and cross a recess to find Regal House to your right. The entrance has manual doors (closed at the time of our survey), followed by a revolving door, then the manual entrance/exit. Go through the doors and locate the reception desk to your right. From Stop G, "Twickenham Arragon Road", buses towards Hanworth or Powder Mill Lane, 110 and 290, get off the bus and continue to the tactile paving indicating the crossing on Arragon road, to your right. This is a single-stage crossing, as you face across Arragon Road, the push button and rotating cone are to your right. Cross Arragon Road and turn right, cross the access road, just beyond (east) of the junction, turn left and go down the slope. You pass a pub with tables and benches occupying the pavement. Go back onto the pavement and cross a recess to find Regal House to your right. The entrance has manual doors (closed at the time of our survey), followed by a revolving door, then the manual entrance/exit. Go through the doors and locate the reception desk to your right. 6. Routes from the Civic Offices to Public Transport 6.1 To Twickenham Rail Station The nearest stop for buses leaving Twickenham to the station which we discovered was stop E, for buses 267, 281 and the school bus 681 towards Isleworth. This stop is some distance from the station, being on the west side of London Road, about 50 metres south of the junction with Arragon Road. From 42 York Street, the Civic Centre and York House, you'd go to Stop M, King Street north, to catch these buses. Although we describe the route to Stop M, section 6.2.4, for the benefit of those travelling beyond the station in this direction, it would be quicker and easier to walk along Arragon Road and turn right into London Road towards the station. 6.1.1 From York House Leave the building via the access ramp and turn left. Follow the pavement to the right, round a small lawn, then left. Keep this line to avoid parked bicycles and other obstacles to your left. You'll eventually find the wall on your left which leads to Arragon Road. Turn right, cross the traffic entrance to York House then follow Arragon Road round to your left, across the pedestrian way, there's a row of bollards to your left as you cross this. Continue, following Arragon Road to your right, round the Civic Centre, to the junction with York Street. Move to your right to locate the Pelican crossing over York Street. This is a single stage crossing. As you face across York Street, the push button and rotating cone are to your right. Cross York Street and continue along the right hand side of Arragon Road. The road curves left before you reach the junction with London Road. Turn right here and continue, up the slope towards the station. If you have a valid pass or ticket, you could enter the station via the south exit (if open) which is reached via the turning to your right. If you find yourself crossing the railway bridge, or going down hill, you've overshot this turning. Otherwise, continue, over the bridge, down the slope to the next turning on your right. This is the way into the main entrance to the station. You go down the slope to the wall, in front of you, then move left to locate the doors. Describe Online has produced a text guide to the station. 6.1.2 From the Civic Centre You can leave via the side entrance (wheelchair accessible) or via the main entrance into York Street. From the side entrance, go through the two sets of doors then go down the five steps in front of you, or turn right and go down the ramp. Follow round to your left (180 degrees) and continue down into the pedestrian way. Continue forward, avoiding the width restriction and central flower bed, into York Street and turn left, towards Arragon Road, past the main entrance. From the main entrance, go through the two sets of doors then down five steps into York Street. Turn left and continue to the junction with Arragon Road. Locate the Pelican crossing, over York Street, just before the junction. This is a single stage crossing. As you face across York Street, the push button and rotating cone are to your right. Cross York Street and continue along the right hand side of Arragon Road. The road curves left before you reach the junction with London Road. Turn right here and continue, up the slope towards the station. If you have a valid pass or ticket, you could enter the station via the south exit (if open) which is reached via the turning to your right. If you find yourself crossing the railway bridge, or going down hill, you've overshot this turning. Otherwise, continue, over the bridge, down the slope to the next turning on your right. Describe Online has produced a text guide to the station. 6.1.3 From 42 York Street Go through the two sets of doors then go down the two steps, or turn right and follow the ramp to your right then 90 degrees left into Arragon Road. Turn left and continue to the junction with York Street. Move to your right to locate the Pelican crossing over Arragon Road, you'll have to cross at some point so you might as well do it here. Describe Online has produced a text guide to the station. 6.2 Routes from the Civic Offices to Local Buses The table (see Appendix) shows that all buses we identified call at four stops within easy walking distance of 42 York Street, the Civic Centre and York House: * Lebanon Court south - on Richmond Road, just east of Sion Street; * Stop H, York Street Twickenham - on the north side of York Street, between Garfield Road and Arragon Road; * Stop L, Twickenham King Street - on the south side of King Street, a few metres west of the junction with Church Street and Water Lane; * Stop M, Twickenham King Street - on the north side of King Street, a few metres west of the Pelican crossing.
