About the Local Development Framework
The Local Development Framework (LDF) will replace the Unitary Development Plan (UDP) with Development Plan Documents (DPDs). The DPDs have development plan status, similar to the existing UDP, and are subject to independent examination before an Inspector. The Inspector’s report and recommendations are binding on the Council and DPDs must be in general conformity with the London Plan.

Local Development Scheme
The Local Development Scheme
(pdf, 444KB) (LDS) is the work programme for producing the LDF. A LDS was agreed with the Greater London Authority and became operative in September 2011.
Key dates are as follows:
- Twickenham Area Action Plan: pre-publication consultation from Friday 16 December 2011 until 10 February 2012, publication in May/June 2012, submission July 2012, examination in autumn 2012, adoption January 2013
- Site Allocations DPD: area based consultation meetings (issues and options stage) June/July 2012, pre-publication consultation Nov/Dec 2012, publication consultation Mar/April 2013, submission May 2013, examination in July 2013, adoption in November 2013
Statement of Community Involvement
The Statement of Community Involvement is the consultation strategy for informing, consulting and feeding back to the community on the production of the Local Development Framework and in relation to planning applications. This was adopted in June 2006 and there was an Addendum in April 2009. This will be updated in 2011.
Core Strategy DPD (adopted)
The Core Strategy, adopted in April 2009, is the strategic policy document which will determine the future planning policy for the Borough. The strategy has three inter-related themes - a sustainable future, protecting local character and meeting people’s needs, detailed in 20 policies.
Development Management Plan DPD (adopted)
The Development Management Plan (DMP) builds on the Core Strategy and includes more detailed policies for the management of development.The DMP was adopted on 1 November 2011.
Twickenham Area Action Plan (underway)
This Area Action Plan will be for Twickenham Town Centre. Further details of this Plan including key dates can be found on the Twickenham AAP webpage.
Site Allocations DPD (to commence in 2012)
The Site Allocations DPD will contain site specific proposals.
Joint Waste Development Plan Document
The West London Waste Plan Document is jointly produced by six west London Boroughs. To find out more about the West London Waste Plan, visit the West London Waste Plan website at www.wlwp.net.
How to contribute to Richmond’s Local Development Framework
We have a database containing the contact details of people and organisations who would like to be involved or have been identified by the Council as being important contributors to the development of Richmond’s LDF.
