Street naming and numbering
About our service
The London Borough of Richmond upon Thames is responsible for the naming and numbering of new or existing streets and buildings within the borough boundaries. The Council carries out these functions under the London Government Act 1963 and London Building Acts (Amendment) Act 1939.
If you wish to name or number a new development, or change the name or number of an existing property, you will need to apply to this Council.
All new numbers or names for streets or buildings need to go through a consultation procedure that, subject to no observations/comments, can take 2-3 weeks. Please also note that the utility companies will not provide service to your property without a postcode. It is therefore advisable to contact this Council at the earliest stage of a proposal, preferably when building works commence, and before a name has been marketed.
Your application
You will need to contact this Council if you need to do any of the following:
- Name/number new building(s)
- Name new streets and pathways
- Re-name existing streets and building(s)
- Re-numbering of building(s)
All approved new or amended addresses are sent to the emergency services, Royal Mail, Land Registry, Ordnance Survey, Valuations Office, and council in-house departments.
How to apply
To make an application, you need to submit in writing or email with attachments:
- Street Naming and Numbering application form (with General information and Guidelines)
- Submit a plan clearly marking out the external entrance to each affected property.

Charges (effective from 1 April 2013)
The Street Naming and Numbering function will be subject to a charge with effect from the 1 April 2011. The Council undertake all necessary consultations with emergency services, and the Royal Mail in connection with the provision of new addresses, or any alteration to existing addresses. Following agreement of the proposals, various notifications of the change are supplied via the Local Land and Property Gazetteer (LLPG) and the National Land and Property Gazetteer (NLPG) to ensure that correct addresses are properly recognised.
Please note: VAT is NOT applicable to charges made in respect of Naming and numbering.

You can pay the charge due by cheque, debit or credit card. If you are unsure as to the charge due and to avoid delay to your application, you may wish contact us to discuss the charge for your development.
Compulsory numbering in the event of misdirection or an existing problem will be free of charges.
Numbering in retrospect of the developer failing to apply for Street Naming and Numbering of their site will be chargeable.
Compulsory re-numbering of a site, where the developer has ignored the Street Naming/Numbering Order will be chargeable.
Please note contravention of the Street Naming and Numbering provisions may result in a prosecution under Section 15 of the London Building Acts (Amendment) Act 1939.
Our service standard
Following receipt we will:
- Inform you within 21 days if the proposal is not consistent with the Local Authority’s policy and invite you to consider alternative suggestions;
- Consult with the emergency services, Royal Mail and Ward Councilors’, where appropriate, on your proposal and inform you of the outcome within 28 days.
