We have been reviewing the effectiveness of the existing White Hart Lane CPZ (Zone B2) and have consulted residents in several roads outside the zone to see if they would support the extension of Zone B2 into their area.

2022/23 update

In 2022, following consultation in the area, the decision was made to advertise traffic management orders proposing:

  1. An extension of Zone B2 to the following roads: Westwood Road, Westwood Gardens, Leconfield Avenue, Sutherland Gardens, Grosvenor Avenue, Grosvenor Gardens, Avenue Gardens, and Upper Richmond Road West
  2. An increase in the operational hours/days of the scheme in Fitzgerald Avenue and Buxton Road to Monday to Sunday 8.30am to 6.30pm. Parking permit charges for all properties in these two roads will increase if these hours/days are increased
  3. The conversion of all permit holder spaces outside the old Barnes Hospital site in South Worple Way to allow both permit holders of Zones ES and B2 to park at this location.

Changes to parking permit prices

From Monday 5 June 2023, the parking permit costs in the existing Zone B2 area and the proposed extension area are expected to be as follows:

  • Resident parking permits will cost £58*
  • Business parking permits will cost £194*

The charges apply from 10am to 12 noon, Monday to Friday.

*These prices are for the first permit issued per household/business for one year. Subsequent permits purchased per year are approximately 50% more for the second permit and 50% more again for the third permit issued.

Visitor parking permits will cost £15 per book of ten half day permits. One permit correctly validated for the ‘am’ period allows all day parking in this part of Zone B2 that operates for two hours per day.

These permits (scratch cards) are available at half the standard price to the over 60s. These permits must be validated for the relevant time period.

Fitzgerald Avenue and Buxton Road

The proposals include extending the hours of operation of the CPZ in Fitgzerald Avenue and Buxton Road to 8.30am to 6.30pm, Monday to Sunday.

If the hours in this part of the zone are extended, the parking permit costs for this part of the zone are expected to be as follows:

  • Resident parking permits will cost £130.20*
  • Business parking permits will cost £436.80*

*These prices are for the first permit issued per household/business for one year. Subsequent permits purchased per year are approximately 50% more for the second permit and 50% more again for the third permit issued.

Visitor parking permits will cost £15 per book of ten half day permits. Two permits correctly validated (one for the ‘am’ period and one for the ‘pm’ period) allow all day parking in this part of Zone B2 if longer hours/days are implemented.

2021 update

Decision to consult

In February 2022, the decision was made to formally consult via the advertisement of traffic management orders to primarily:

  1. Propose a number of minor changes to the CPZ, including an increase in the hours/days of operation of the CPZ in Fitzgerald Avenue and Buxton Road
  2. Propose an extension of the CPZ to a number of roads outside its boundary

Background

In March 2019, we implemented the White Hart Lane Controlled Parking Zone (CPZ), Zone B2, operating 10am to noon, Monday to Friday, following consultation with residents and businesses in the area.

Since its implementation, we have received feedback from the public concerning the zone's operation as well as requests for a CPZ from nearby roads. We have noted the feedback received and is now carrying out the following:

  • Consulting residents as we review the road design in the existing CPZ and considering whether any modifications are required in light of observed/reported access issues;
  • Consulting residents in the existing CPZ on the effectiveness of this zone and considering whether any further changes should be made including to the operational hours/days;
  • Consulting residents living in several roads outside of the zone to see if they would like parking controls extended to their roads.

Scheme design

We have applied a design called a Permit Parking Area (PPA) to most roads in the area. This is where lines and signs are kept to a minimum. This may include a bay designated for permit holders and visitors for example, double yellow lines at a road junction, and a sign at the entrance to the road stating 'Permit holders only beyond this point' but no other lines/signs. The aim of this is to maximise space and minimise street clutter. PPAs are only intended for roads with lower traffic volumes or no through traffic, like cul-de-sacs.  

The exception to this is in Westwood Road and Leconfield Avenue where parking in marked bays is to be retained. Parking has been permitted on the footway in these roads due to the narrowness of the roads. In Westwood Road, vehicles are currently parking fully on the footway. To ensure that adequate width remains on the footway, we will be looking to revert to the original layout and re-position the bays partially on the footway on both sides of Westwood Road. In Leconfield Avenue, the current layout will be retained with a mixture of partial footway parking in most sections, and parking fully on the road in others.

An issue has been reported with the position of the electric vehicle charging bay in this road. Officers are considering options.
