We carried out a review of parking in the East Sheen area in response to resident feedback.

Following the informal consultations carried out in October 2022 and June 2023, the decision was made to advertise traffic management orders proposing a new controlled parking zone (CPZ) in East Sheen in the following areas/roads:

  1. Wallorton Gardens, Gilpin Avenue, Park Avenue, East Sheen Avenue, Gordon Avenue, Parkfield Avenue, Palewell Park (between Upper Richmond Road West and Park Avenue)
  2. Muirdown Avenue and Shrewsbury Avenue

The Traffic Management Orders formally proposing the new CPZ to operate 10am to noon, Monday to Friday are being advertised on Thursday 12 October 2023.

Cost of parking permits

If the controlled parking zone is implemented, the costs for parking permits will be as follows:

  • Resident parking permits - £58.00 (first permit issued per household per annum)
  • Business parking permits - £194.00 (first permit issued per household per annum)
  • Resident visitor parking permits - £15 per book of 10 permits (over 60s half price)

Background

In 2022 we commenced a parking review in roads south of the Upper Richmond Road West in East Sheen in response to residents' feedback.

This review was commenced following petitions/requests for parking controls received by the Council from residents of this area.  Roads from where these petitions/requests were received include Wallorton Gardens, Gilpin Avenue, Park Avenue, East Sheen Avenue north, Palewell Park north and roads near to Sheen Gate. It is understood that some residents have faced difficulties in finding a parking space near to their home due to non-residents (including all day commuters and/or short and long stay parking) parking in the area.  A Controlled Parking Zone (CPZ) can alleviate these difficulties.

In October 2022 we sought feedback from residents and businesses in the area on whether they would like to see a CPZ introduced.

In June 2023 we carried out a further consultation to see if any roads on the fringe of the proposed CPZ wished to join the scheme.

October 2022 consultation

The consultation began on Monday 3 October 2022 and ended on Sunday 6 November 2022. View the map showing the consultation area.

Details of the decision are as follows:

  • That permanent traffic management orders are advertised proposing the implementation of a new CPZ in East Sheen, operating Monday to Friday from 10am to Noon, in East Sheen Avenue, Gilpin Avenue, Wallorton Gardens, Muirdown Avenue, Park Avenue, and Shrewsbury Avenue
  • To reconsult additional roads on being included in the new CPZ as shown in Appendix D

June 2023 consultation

This consultation was to find out if any roads on the fringe of the proposed CPZ wished to join the scheme. It started on Friday 16 June 2023 and ended on Sunday 16 July 2023.

The results showed support for Gordon Avenue, Parkfield Crescent and the northern section of Palewell Park (Between Upper Richmond Road West and Park Avenue) to join the scheme.

These roads have been added to the scheme in preparation for the advertisement of traffic management orders formally proposing it.

Implementation 

The CPZ is provisionally scheduled to be implemented in December 2023, subject to the consideration of representations to the scheme.
