The Ham and Petersham Neighbourhood Forum have prepared a draft Neighbourhood Plan(pdf, 21150KB) (pre-submission version). The Forum is now inviting comments on the draft Plan prior to its submission to the Council. The consultation period runs for six weeks from 30 January to 10 March 2017. They welcome your comments. All comments should be submitted to the Forum and not the Council.
There is a consultation form and details of how to send your comments to the Forum on the Ham and Petersham Neighbourhood website. There is also a hard copy of the Plan in Ham Library with reply forms.
In April 2013, Richmond Council received applications by members of the local community in Ham and Petersham to be formally designated as a Neighbourhood Forum, and to set the boundary of their Neighbourhood Area. A public consultation on the Forum and Area applications took place from 3 May until 14 June 2013.
On 16 January 2014, the London Borough of Richmond approved the designation of the Neighbourhood Area and the Neighbourhood Forum.
The Neighbourhood Forum will produce a Neighbourhood Plan for their Area which, together with the adopted planning policy documents for Richmond Council, will form the basis for determining planning applications in their area.

In addition, the London Borough of Richmond upon Thames and the Ham and Petersham Neighbourhood Forum have agreed and signed a Memorandum of Understanding(pdf, 1175KB) relating to a strategic approach in respect of the Thames Policy Area adjacent to the river.
