Scaffolding, hoarding and materials licences

If you intend to erect scaffolding/hoarding or place materials on any part of an adopted highway in the Borough of Richmond, you will require a licence from the Council.

Eligibility criteria

A licence is available for an agreed period and can only be obtained once a site meeting has taken place with a Inspection and Enforcement Officer.

Any contractor wishing to erect Scaffolding/Hoarding or place materials on a highway maintained by the Council at public expense, must have current Public Liability Insurance of at least £5 million.

Your application must be accompanied by the appropriate fee.

Regulation summary

All licences that are issued are done so under the appropriate section of the Highways Act 1980, sections 169 and 172.

How to apply

There are different ways to apply depending on the type of licence required.

Anyone applying for a licence must read and follow our highway licence conditions. Additional special conditions may be added to a licence when necessary.

Scaffold licence

To apply for a scaffold licence complete the scaffolding licence application form.

Hoarding licence

To apply for a hoarding licence complete the hoarding licence application form.

Materials licence

To apply for a materials licence complete the materials licence application form.

After you have applied

Inspection and Enforcement Officer will  contact you to arrange a site meeting and the fees, terms and conditions will be confirmed at the meeting.

Pay for or cancel a scaffold licence

You can pay for or cancel your scaffold licence application using the online form.

Will tacit consent apply?

No. Your licence will only be issued when the site meeting has taken place and all appropriate documents and monies have been received.
