Whistle blowing

Whistle blowing is the act of expressing concern about the conduct of work colleagues and contractors. The Council actively encourages staff to blow the whistle on colleagues or contractors who are involved in fraud, misappropriation or any illegal acts or breaches of procedures which affect the Council or may put the public or colleagues at risk.

The first port of call should always be your manager who is required to refer the matter to the appropriate officer or agency. For fraud and corruption matters this will be the Internal Audit Team. The Public Interest Disclosure Act provides protection under the law for whistle blowers.

The Council has introduced a Whistle Blowing Policy(pdf, 89KB).

This code is for use by officers who feel unable to report the matter to their manager, or their manager’s manager. This may be for a number of reasons including fear of reprisal or if the manager is involved. This policy is used for reporting all matters of concern, not just fraud and corruption. The Internal Audit Team is one of the points of initial contact for whistle blowers.
