Comprehensive Area Assessment

The Audit Commission worked together with the other inspectorates, including the Care Quality Commission and the Office for Standards in Education (Ofsted) to deliver the Comprehensive Area Assessment (CAA). It assessed how well local public services were working together to address the needs of the community.

This replaced the Comprehensive Performance Assessment of Councils and their services, which ran from 2002 to 2008.

Our CAA Score

The results of the Comprehensive Area Assessment (CAA) for Richmond upon Thames were published by the Audit Commission on 9 December 2009.

CAA was composed of two elements: the Area Assessment and the Organisational Assessment.

Area Assessment

The Area Assessment assessed the performance of the Council and its partners against the seven priorities in our Community Plan. The report recognised the achievements of the Council and its partners in delivering better services for the residents of Richmond upon Thames. The area received no red or green flags.

Organisational Assessment

The Organisational Assessment looked at the Council’s performance. It was comprised of two judgements, how well the Council manages its performance and how well it manages resources. Each of these was scored on a scale from 1 (performs poorly) to 4 (performs excellently) and the scores are brought together to give an overall score.

In the Organisational Assessment, the Council was assessed as performing well, a score of 3.
