Twickenham Area Action Plan

The Twickenham Area Action Plan (AAP) forms part of the Local Development Framework (LDF) and sets out an overall strategy for the future of Twickenham town centre. The plan will covers the period up to 2027 and is vital to the promotion of a prosperous local economy and investment.

The Inspector’s report(pdf, 285KB), including the main modifications to the Plan is now available to download. The AAP will be adopted by Full Council on 2 July 2013.

Scope of the Plan

Other plans in the LDF are the Core Strategy (2009), which promotes the revitalisation of the town centre to create a high quality district centre, serving local residents, workers and visitors, and the Development Management Plan (2011), which sets out more detailed policies for the control of new development including policies for housing, retail and employment, design and limitations on building heights.

For Twickenham the AAP focuses on creating a strong employment location, district retail centre, visitor and tourist destination and centre for sports, leisure arts and cultural activities as well as a more diverse evening economy. High quality, sustainable and accessible design and improvements to the environment, traffic management, public transport and pedestrian and cycle links will be required through redevelopment and refurbishment of under utilised land and buildings and creation of new public spaces.

The Twickenham AAP is a statutory land use plan that covers:

  • Use of land and buildings, including key sites
  • Use of parks and civic spaces
  • Transport and parking proposals and principles
  • Environmental improvement schemes – large scale and principles
  • Design Guidance – policies and principles
