About the Local Development Framework

In 2004 the Government introduced a new plan making system under the provisions of the Planning and Compulsory Purchase Act 2004. Work is underway on the Local Development Framework (LDF), which will replace the Unitary Development Plan (UDP) with Development Plan Documents (DPDs). The DPDs have development plan status, similar to the existing UDP, and are subject to independent examination before an Inspector. The Inspector’s report and recommendations are binding on the Council and DPDs must be in general conformity with the London Plan.

Key elements are:

Local Development Scheme

The Local Development Scheme(pdf, 626KB) (LDS) is the work programme for producing the LDF. A LDS was agreed with the Greater London Authority and became operative in June 2009.

The work programme is currently under review, further details to follow.

Statement of Community Involvement

The Statement of Community Involvement is the consultation strategy for informing, consulting and feeding back to the community on the production of the Local Development Framework and in relation to planning applications. This was adopted in June 2006 and there was an Addendum in April 2009.

Core Strategy DPD (adopted)

The Core Strategy, adopted in April 2009, is the strategic policy document which will determine the future planning policy for the Borough. The Council now believes that the strategy, which has three inter-related themes - a sustainable future, protecting local character and meeting people’s needs, detailed in 20 policies, meets the needs of the community.

Development Management DPD (consultation underway)

The Development Management DPD will include more detailed policies with focused consultation in summer/autumn 2009, pre-submission consultation in January to March 2010, submission in autumn 2010 and anticipated adoption in June 2011.

The consultation on the pre-submission version of the Development Management DPD ran from Friday 29 January to Friday 12 March 2010. This consultation has now closed.

Site Allocations DPD (not started)

This will include site specific proposals with focussed issues/options consultation starting from June 2010, submission in November 2011 and anticipated adoption in July 2012.

How to contribute to Richmond’s Local Development Framework

We have a database containing the contact details of people and organisations who would like to be involved or have been identified by the Council as being important contributors to the development of Richmond’s LDF.
