Richmond Town Centre Station Area Improvements Phase 2

Consultation Closed

The consultation ran from Friday 15th October 2010 to Monday 8th November 2010.  A total of 1,700 consultation leaflets were distributed.

495 responses were received with 203 (41%) supporting Option 1,  287 (58%) supporting Option 2 and 5 (1%) choosing neither option.

The Council is working closely with TfL to obtain the necessary approvals prior to implementing Option 2.

Background

In 2006/07 the Council undertook widespread consultation to assess the level of support for the TfL funded Richmond Town Centre enhancements scheme. The results were favourable, and the section between Hill Street and the Quadrant has now been completed.

The Council has now developed detailed proposals for the area outside of the station and on Kew Road. There are two different scheme options and this phase 2 consultation is to find out which of these two scheme options has most public support.

Proposed Scheme options

There are two optional approaches for the area:

Option 1

Full pedestrianisation of the station forecourt and improved footways in the town centre.

  • Full pedestrianisation of the space in front of the station.
  • Removal of the zebra crossing to the left of the station and replaced with a new raised pelican crossing leading directly from the station forecourt.
  • The existing bus stops from outside of the station will be relocated to the right of the station with space increased to take 4 buses.
  • Widening of the steps to the left of the station.
  • Bus lanes will be removed and the adjoining footway widened.
  • Relocation of the taxi stand to the other side of the road with access via the new pelican crossing.
  • No access to taxis or drop-off immediately in front of the station.
  • Relatively higher costs and disruption during construction.

Option 2

An alternative layout for the station forecourt with no changes to the footways in the town centre.

  • Partial pedestrianisation to the space in front of the station.
  • Removal of zebra crossing with a pelican crossing slightly right of the station.
  • The existing bus stops from outside of the station will be relocated to the left of the station with space for 3/4 buses.
  • Both bus lanes retained so the pavements will remain existing width.
  • Existing guard railing retained.  
  • The taxi rank on the station forecourt is retained.
  • Retention of the drop-off and collection point on the station forecourt.
  • Relatively lower costs and disruption during construction.
