Renewals

If you manage your permit in your Richmond web account we will send you an email reminder a month before your permit expires. If not we'll send you a letter reminder a month before your permit expires. This letter will contain a PIN number unique to your expiring permit. Enter this online to renew.

What happens when your permit expires?

If you have not renewed your permit by the end of the month it expires:

  • You must renew as soon as possible. The PIN number sent to you will only be valid for 14 days after your permit expires
  • Once your permit has expired the vehicle, if still parked on street in a Controlled Parking Zone (CPZ), may be subject to Penalty charge notices
  • If you have lost your PIN number letter, you will need to write to parkingpermits@richmond.gov.uk to request a replacement within the 14 days

Changes to a permit

If you need to make a change to your permit, you will have to send Parking your completed Permit change or return form(pdf, 33KB), along with any requested documents (proofs if required or the existing permit). This can be done in two ways:

  • By post: Send all forms and supporting documents (including existing permit if requested) to Parking Permits, PO Box 466, Twickenham TW1 9JT
  • By email: scan your completed form and supporting documents. If your existing permit is required write ‘VOID’ clearly across the front of the permit in black pen, scan and email with your form and proofs to parkingpermits@richmond.gov.uk

Moving within the same Controlled Parking Zone (CPZ)

If you change address within the same CPZ you can have your permit updated with your new address details (subject to property eligibility) by

Moving within the Borough to a new CPZ

If you have moved to a new CPZ you must return your existing permit for a refund and apply for a new one, relevant to your new CPZ:

  • Complete a Permit change or return form(pdf, 33KB)
  • Provide proof of your new address
  • Return your permit (see above for how to ‘void’ your existing permit if applying by email).
  • Apply for your new permit relevant to your new CPZ. The quickest way is .

Change of vehicle

A new permit must be obtained if you change vehicle whilst still living in a CPZ

There is no charge for the first re-issue of a permit within any 12 month period; however subsequent changes will be subject of a £10 administration charge. To obtain a permit for your new vehicle:

  • Complete a Permit change or return form(pdf, 33KB)
  • Provide proof of new vehicle ownership
  • Return your permit (see above for how to ‘void’ your existing permit if applying by email)
  • Whilst Parking process your request, you can park your vehicle for up to 7 days, in the same zone, using the tear off strip found on your permit letter

Band A vehicles

If you hold a permit for a Band A vehicle and are switching to a non- Band A vehicle, or vice versa, you will need to return the existing permit to Parking for a new one relevant to your new vehicle by:

  • Completing a permit change or return form
  • Returning your permit (see above for how to ‘void’ your existing permit if applying by email)
  • Apply for your new permit; the quickest way is . You will be asked to supply proof of vehicle ownership.

Refunds

Refunds are available on permits with one or more full months remaining, before the expiry date, at the time it is received by Parking Services.

Apply for a refund

To apply for a refund, complete the permit change or return form(pdf, 33KB) and return to Parking.

Permits must be made void or returned to the Council when applying for a refund, otherwise they will be treated as lost and you will be charged a £10 administration fee. See our Legal guidance page for more details.

How refunds are calculated

Refunds are calculated as:

  • The amount originally paid
  • Divided by the duration in months of the permit
  • Multiplied by the number of full remaining months on the permit.
  • A £10 administration fee is then deducted. Note that this calculation is made irrespective of whether the permit has yet started.

Issuing refunds

We issue refunds in one of three ways:

  • If the permit was originally paid for online and the card used is still valid, the refund may be made back onto that card
  • By BACS payment direct to your bank account if you supply your bank details on the form
  • By cheque within 28 days
