The Highway Code

The highway code is a collection of rules for all road users which must be followed for legal and safe road usage.  Disobeying the rules detailed in the Highway Code is frequently illegal and would leave you liable to fines or other penalties.

The site provides an electronic copy of the code with a useful index and links to related information throughout the pages.

Richmond upon Thames Citizen Advice Bureau

The Citizens Advice Bureau is a registered charity reliant on volunteers, offering advice on a wide range of topics.  You can find information on their web site, or they hold regular sessions where you can speak to somebody in person.

They will be able to help should you find that your questions are not answered by Council staff or representatives, or by this web site. They will also be able to give advice on finding legal help and representation should the Penalty Charge Notice process go too far for you to handle on your own.

Parking and Traffic Appeals Service

The Parking and Traffic Appeals Service (PATAS) is an independent organisation which deals specifically with parking and traffic penalty disputes. It is part of the Tribunal at Law, part of the Court Service.

If you have made an appeal; this has been rejected by the Council and you feel that the rejection was unfair or unjust then you can approach PATAS who will act as an intermediary and will make a decision based on information given by both you and the Council.

You may only appeal to PATAS using the relevant form which the Council will send you with their letter of rejection.

London Councils

London Councils (formerly the Association of Local Government) is a voluntary organisation made up of London Boroughs and the Corporation of London with other non-voting members.

It works to provide a strong voice on behalf of Londoners and London Boroughs on many issues, including Parking and Traffic, and provides many useful downloadable leaflets.

Traffic Enforcement Centre

The Traffic Enforcement Centre (TEC) is part of the Northampton County Court Bulk Centre and is responsible for the registration of debts and issue of warrants in respect of unpaid penalty charge notices. It also handles Statutory Declarations made following receipt of one of its court orders.

You are allowed to make a declaration about the processing of your Penalty Charge Notice by the Council (not its issue - this is dealt with during the earlier appeal process) and the Court will decide what action to take. Information on this is provided with the Court Order.
