What is the Twickenham Event Zone?
The Zone is a Controlled Parking Zone (CPZ) specifically aimed at controlling parking around the Twickenham Stadium on match days, and on concert days. The zone is particularly aimed at assisting residents and to dissuade those attending the Rugby Stadium from parking locally on street.

When will the Controlled Parking Zone apply?
The Zone only applies on days where certain events are being held at the stadium. For a current list of events, please refer to the Event Day Timetable page.
Who can apply for a residents’ permit?
Anyone who lives in the Zone can apply for a permit, but only one permit will be issued per person. In order to apply you will need to complete the relevant forms and provide sufficient documentation to prove residency and vehicle ownership.
However if you possess a valid residents' parking permit for Heatham or Cole Parking CPZ you need not apply for a R zone permit. On days when the R zone is in force your residents’ permit will be deemed valid by parking attendants, and you may park in any residents bay within the R zone on these days.
What about my visitors?
Residents can apply for a visitors’ permit. This can be used in any vehicle and will allow the vehicle to park in a residents’ bay in the R zone. The permit lasts a year and therefore may be re-used again and again until it expires. Only two such permits will be issued per household.
Who decided the restriction on visitors’ permits?
This was decided by the Cabinet Member for the Environment initally at one per household and was recently reviewed (May 2005) and increased to 2 per household.
I have a special occasion occurring what do I do?
You should contact The Parking shop (see the Parking contact details page for details) who will, in conjunction with the Council, work out the best way we can assist you. We may grant dispensation for a limited number of vehicles on the day in question but will normally require the registration numbers of these vehicles.
I am a resident of Cole Park / Heatham CPZ and have a booklet of visitors permits, are these valid?
Yes you can use the booklet residents’ visitors’ permits on R zone days and these will be valid anywhere in the R zone. You may however want to apply for an R zone visitors’ permit to save your booklet permits for use during the normal operation of Heatham or Cole Park Zones. Remember the number of booklets you may purchase is limited to 12 per year.
These visitors permits are not available to residents in the area of the R zone not covered by Cole Park or Heatham CPZ.
I have a Event Zone Permit issued by Hounslow Council, are these valid?
Yes, the Event (or R) Zone lays across the Borough boundary so part is in Richmond borough and part in Hounslow Borough. If you possess a valid residents' permit for the R zone then you may park in any resident's bay in the R zone irrespective of which borough it is in. Please note however you must deal with the correct borough, that is the one you live in, if you require any assistance with your permit.
Will these permits allow access to roads closed by the Police?
No, these permits are purely for parking.
On major event days at Twickenham Stadium, that have an anticipated high volume of spectators’, road closures are implemented in Whitton Road/London Road and all side roads leading to/from Whitton Road. The road is closed for approximately 1½ hour before the event begins and for 1½ hour after the event. This is to allow for the high capacity of visitors’ to the stadium and is aimed to cause minimum disruption to traffic and local residents to the borough.
During the closure access to all vehicles is prohibited except emergency response vehicles i.e. police, ambulance and fire brigade. To clarify, permits to gain access to the closed sections of road are not issued to any vehicles during the closure period.
I am a business in the R zone can I apply for a permit?
Yes you can, businesses can apply for a permit called a Business visitors’ permit which is issued in the Company’s name and can be used for your vehicle or for a customer visiting your business. The limit is two, if you require more your application will need to be considered and authorised if appropriate by the Council.
Will I receive a reminder for my permit for the R Zone?
Yes, but only if your permit is a residents’ or residents’ visitors permit. You will receive a reminder letter about a month before your permit is due to expire, and you will be able to renew the permit either by post (filling in the rear of the letter you receive) or by taking the letter into The Parking Shop. You will be asked to prove your continued occupancy of the zone, and vehicle ownership.
Please remember it is however your responsibility to renew your permit in time, failure to do this can result in a penalty charge notice being issued.
Why are the permits all of different duration?
Due to the sheer volume of permits that needed to be issued it was decided to spread the renewal of the permits over three years. The allocation of duration for each permit was therefore done on a random basis.
Since 1st April 2004, however, all Zone R permits have been issued with a fixed duration of one year, this includes renewals of existing permits.
What duration of permit will I be given when I renew?
All permits when renewed or replaced (due to a change of vehicle or loss/damage) will be issued for the duration of 1 year. This is to allow the Council to review the Zone's operation at regular intervals.
The permits are free, is this going to continue?
There are no plans presently to charge for the permits. Administration charges of £10.00 do apply should you require a replacement permit due to either loss or damage.
How is this being funded?
The costs are being covered in part by contributions from the Rugby Football Union and by income from Penalty Charge Notices issued in the Zone.
I have changed my vehicle since I first got my permit what do I do?
Firstly on the letter that contained your permit there is a small slip you can fill in and place on your windscreen. Fill in the change of vehicle form on the rear, or fill a form in at the shop and they will change the registration number of your permit. You will need to surrender your existing permit before a new permit will be issued. There is no charge for this unless you change your registration number more than once in 12 months.
I am disabled, where can I park?
Twickenham Stadium has facilities for disabled parking, however, these are limited and you should apply well in advance. For more information please see the Twickenham Stadium Disabled Tickets page.
If the stadium car park is fully booked all Blue Badge holders are permitted to park within the Twickenham Event Controlled Parking Zone (CPZ R) which surrounds all roads that are within a 0.5 miles radius around the stadium. They must display there blue badge clearly at all times while parked within the CPZ.
