What is the RichmondCard?
The RichmondCard is a standard sized plastic card with chip which stores your vehicle registration and CO2 tariff band - standard, medium or low - as well as any funds credited on to it (similar to an Oyster Card). It can be used to pay for parking.
When you insert it into any pay and display machine in the borough, the tariff will automatically be adjusted based on the details stored on the card. You can use the card at machines in any Council run car park (except the multi-storey car parks at Arragon Road, Twickenham and Paradise Road, Richmond), or any on-street pay and display machine.
Every time you use the card, the cost of the ticket purchased will be deducted from the funds on the card and the pay and display ticket printed will show your vehicle registration number. Only the details of one vehicle can be loaded onto a RichmondCard and no personal details are encoded onto the card.

Why get a RichmondCard?
The benefits of a RichmondCard are that it provides you with a convenient, cashless way of parking (removing the need to carry change for the machine) and if you have a less polluting car, lower parking charges.
How will parking charges be affected?
The level of tariff adjustment will depend on your vehicle's engine CO2 emissions if it was first registered on or after 1 March 2001, or cylinder capacity otherwise.

How can I find out my vehicle's CO2 emissions or cylinder capacity?
The date of first registration, cylinder capacity and engine CO2 emissions can be found on the Vehicle Registration document (V5), or can be looked up on the DVLA website at www.taxdisc.direct.gov.uk.
If you have trouble finding out your vehicle's details then you can call Parking Services on 020 8831 6301 between 9am and 5pm, Monday to Friday (excluding Bank and Public holidays) for assistance.
I drive a higher polluting vehicle, is it worth me having a RichmondCard?
Yes - If you have a vehicle with higher emissions then the standard tariff will apply, however you can still benefit from the convenient cashless way of parking offered by the Card.
Is any of my personal data contained on the RichmondCard?
No – the RichmondCard only contains the vehicle registration number, the monetary amount on the Card and the tariff group applicable (low, medium or standard). No other information is loaded onto the Card.
Who can apply for a RichmondCard? And when can I start using my card?
Any person may apply for a RichmondCard, not just residents or businesses in the borough. There are no restrictions on who may purchase a card. All we ask is that a correctly completed application is submitted.
The RichmondCard can be used at any parking machine in the borough (except multi-storey car parks) from the 1 October 2009. The multi-storey car parks will be included early 2010.
Can businesses apply for RichmondCards?
Yes – Any business may wish to provide their staff with RichmondCards to offer more convenient parking arrangements rather than using ‘petty’ cash for example.
How much does a RichmondCard cost?
There is a one-off administration charge of £2.50 to register the card and they can be ‘topped up’ to a maximum of £25.00.
How can I apply for a RichmondCard?

Do I need to supply proof of address or vehicle details?
No - we do not need proof of address as anybody can apply, and we will verify your vehicle details with the DVLA before issuing your card.
Only in rare cases where we cannot get information from the DVLA may we ask for further information from you such as your Vehicle Registration Document or vehicle handbook.
Do I have to apply with a top-up amount?
No – you can choose to just apply for the Card without adding funds to it, but before you can use the card to get a pay and display ticket then you will need to add funds using cash at the machine.
How can I top up my RichmondCard?
You can repeatedly top-up the funds on your card using cash at any pay and display machine in the borough, up to a maximum value of £25.00.
Alternatively you can return your Card to the Council's Parking Services department for topping -up and the card will be returned to you within seven working days.
Plans are also ongoing for the ability to be able to top-up on-line via the Councils website. It is expected that this service will be in place by March 2010. After topping-up on-line the card will receive the credit on the next occasion the it is inserted into any pay and display machine.
Do I need to keep my cards topped-up?
Yes – You need to have sufficient funds available on your card to cover the price of the pay and display ticket whenever you use your card.
If you don't have enough funds on the card then you can top-up using cash, and then use the card for parking to apply for a discounted tariff.
Will my card expire?
No – Cards are issued without an expiry date.
What happens if I want to return my RichmondCard to the Council?
You will be entitled to a full refund provided that your card has remaining funds of £5.00 or more, and a £2.50 administration charge will be applied deducted.
The original £2.50 paid for issue of the card is non-refundable.
What if my RichmondCard is lost or stolen?
You must report the loss to Parking Services as soon as possible, and your card will then be made invalid and rendered unusable.
Replacement Cards cost £2.50 and an administration charge of £10.00 may apply in some circumstances. Any lost cards with a remaining monetary value will be refunded at the Councils discretion.
What if I change my vehicle?
You will have to return their RichmondCard to the Council with a new application form detailing your new vehicle details. Your card will then be reprogrammed with the new vehicle details provided on the application form. The card will be returned to you usually within seven working days.
An administration charge will not be made for changes of vehicle.
