All Barnes Controlled Parking Zones - review implementation

Introduction

In November 2008, the Council wrote to you to advise you of the formal advertisement (traffic management orders) of proposals to make a number of changes to the existing CPZs in Barnes.

The results of the formal advertisement were reported to the Council’s Transport Consultative Group in January 2009 where consideration was given to all representations received. The Cabinet Member approved the merging of the zones together with a number of other minor operational changes.

The implementation of the changes listed below will commence from August 2009 and will come into operation on Monday 26 October 2009.

  • Merge zones B1, CB1 and CB2 into one new Barnes CPZ. The new zone will be called Zone B1 operating Monday to Friday, 10am to Noon.
  • Incorporate the existing Barnes High Street and Station Road pay and display schemes into existing zone CB. This will mean that the pay and display parking areas at these two locations will extend to operate on Saturdays until 6.30pm (currently 1.30pm).
  • Revise the layout of parking areas and yellow lines for all CPZs chiefly comprising of the following:
  • Extended parking areas to maximise available parking capacity
  • The introduction of double yellow lines particularly at junctions to improve road safety conditions though these will be kept to a minimum as parking areas are at a premium
  • The designation of all existing “Resident Permit Holders Only” parking areas as “Permit Holders Only” parking areas in the new Barnes CPZ (Zone B1) to maximise the flexibility of this new CPZ and allow business parking when necessary.
  • Provide a number of other minor modifications to the CPZs including the introduction of a short stay parking area in Lonsdale Road adjacent to the Small Profits Dock.
  • Provide pay and display parking areas at the southern end of Station Road, Barnes operating between Monday to Friday, 10am and Noon to provide parking for those using the station. Parking will cost £1.25 per hour with a maximum stay period of two hours.
  • Introduce new lengths of waiting and loading restrictions in Castelnau, approximately between Trinity Church Road and Hammersmith Bridge to improve road safety conditions and traffic flow.
