What is a bus lane penalty charge notice?
The London Borough of Richmond upon Thames enforces bus lane restrictions at a number of locations throughout the Borough. This is to ensure that bus lanes remain free-flowing and limited to permitted vehicles during hours when public transport should take a priority.
Bus lanes are monitored using Closed Circuit Television (CCTV) at a central office.
If an unauthorised vehicle is seen in a bus lane without a valid reason then this will be recorded as a contravention by qualified monitoring staff. Following this the Council will request postal details of the registered keeper of the vehicle from the Driver and Vehicle Licensing Agency (DVLA), based on the vehicle registration.
A Penalty Charge Notice will then be posted to the keeper of the vehicle requiring a payment of £120 (£100 before 1st July 2007), reduced to £60 (£50 before 1st July 2007) if paid within 14 days of the date of issue of the notice. PCNs are issued under legislation given in the London Local Authorities Act 1996 (as amended) and Road Traffic Regulation Act 1984 (as amended).

How do I see the contravention?
You have three options if you would like to see the contravention:
1. Stills of the contravention can be provided free of charge. Email parking@richmond.gov.uk or write to

Please quote your penalty charge notice number (RTnnnnnnnn), vehicle registration and postal address for printed copies.
2. Viewings of the contravention can be made free of charge. Call our general enquiries line on 020 8891 7071 between 9:00am and 5:00pm, Monday to Friday.
Viewings can only be provided on specific dates and times and are held at Regal House, 70 London Road, Twickenham, Middlesex TW1 3QB.
3. VHS copies of the contravention can be sent to you for an administration charge of £10. Payment can only be made by cheques payable to 'London Borough of Richmond upon Thames'.
