Homelessness Strategy 2008 - 2012

The Homelessness Act 2002 requires all local authorities to undertake a Homelessness Review and publish a Homelessness Strategy, at least every five years.

The strategy is based around seven priorities. These are:

  • Homeless prevention,
  • Promoting housing opportunities in the private rented sector,
  • Ensuring temporary accommodation provides a stepping stone to a settled home,
  • Reducing homelessness amongst young people,
  • Enabling people to live independently through support,
  • Enabling access to social housing for homeless households and
  • Effective partnership working.

Homelessness Review (2008)

Before developing the strategy, the Council embarked on a review of homelessness within Richmond, gathering information from a range of services and service users to identify gaps in current services and to consider likely future levels of homelessness and how this could be addressed. The findings of the Homelessness Review informed the development of the Homelessness Strategy.
