Housing development
The Council works in partnership with Registered Providers (also known as Housing Associations), housing developers and the Homes and Communities Agency (HCA) to develop new affordable housing within Richmond upon Thames.
It co-ordinates the development activity of Registered Providers (RP's) to ensure that properties built are in line with identified local needs. As part of the Corporate Policy and Partnership Team the Housing Development Manager enables and facilitates this work and closely monitors the affordable housing programme.
Through the use of both the Housing Capital Programme and the Affordable Housing Fund, the Council supports the development of affordable housing that meets local priorities. It also works closely with the HCA which provides grant funding for the development of affordable homes. Their multi-million pound investments have helped provide homes for supported housing, social rent and shared ownership. Working with the HCA the Council has agreed a Borough Investment Plan (BIP). This is the HCA’s new business framework and all local authorities have been asked to prepare one. It is not a statutory requirement but it provides a framework that demonstrates need and highlights opportunities: the BIP sets out the Council’s vision for the borough and our development capacity. It reflects both the borough’s character and identifies areas for potential investment.

From 2007 to March 2011, 332 new affordable homes have been built in Richmond upon Thames. These homes were delivered through a variety of developments such as Strand Drive, Butler Farm Close, Vanquish Close, Richmond Lock, Becketts Wharf and Sandy Lane. Another 39 newly refurbished homes have also been delivered under the purchase and repair scheme with 10 more in the pipeline.
We are expecting to build approximately 225 new units by March 2012. These will be located throughout Richmond on a mixture of small and large scale sites such as Lower Richmond Road, Third Cross Road, Waldegrave Road, Lower Mortlake Road and Williams Lane.
Regular liaison with RP's occurs through the Housing Association Forum, which meets regularly throughout the year.
