Grants, discounts and financial help with keeping warm
There is financial help available if you are planning to make energy saving improvements to your home.
Summary of the schemes
- Richmond's Home Insulation Scheme - discounted rates available to all residents and free to those in receipt of certain benefits and to those aged 70 or above (see below).
- Warm Front - for people of any age, in receipt of certain benefits (see below).
- Heating Rebate Scheme - householders aged 60 or over who need a new heating system (see below).
- RE:NEW Whitton - for all residents in the Whitton Ward (see below)
- Coldbusters - for people on certain benefits, aged 60 or over (see below).

Richmond's Home Insulation Scheme
Richmond Council is offering discount loft and cavity wall insulation to all residents in the borough and will provide this for free to those in receipt of certain benefits and to those aged 70 or above.
Warm Front
This grant is for people of any age, in receipt of certain benefits. If you own your home, or rent it from a private landlord, you may be able to claim a grant for insulation and heating improvements of up to £3,500 (except where oil central heating is installed or repaired where a maximum grant of £6,000 is available). You can find out if you are eligible for a Warm Front grant and apply online or call the Eaga Partnership on freephone 0800 316 6011.
Heating Rebate Scheme
Householders aged 60 or over who own or privately rent their home, are not in receipt of a qualifying Warm Front benefit and have either no heating system or one which is inoperable can apply for a £300 rebate off the cost of installing a new central heating system. All customers can apply via the Eaga Contact Centre on 0800 316 2805.
RE:NEW Whitton
All Whitton residents are eligible for a free visit from the RE:NEW Energy Expert who will;
- Fit simple energy saving devices suitable for your home.
- Give you practical advice on how you can save energy in your home.
- Check if your home needs improved insulation. It might be free if you are over 70 or in receipt of benefits, or discounted from only £99.
- Assess your eligibility for grants and discounts for replacement heating systems and solar panels.
Coldbusters
If you receive certain benefits, and are aged 60 or over, you may be eligible for a Coldbusters Grant. A locally funded grant for homeowners and private tenants. This grant provides: loft insulation, cavity wall insulation, heating improvements and draught-proofing. Eligibility is via the receipt of a qualifying benefit, or if aged over 60 via a means test assessment. To make an application or get further details please call freephone 0800 358 6668.
The Mayor of London’s Home Insulation Offer, DIY Loft Insulation Kit
Quick and easy and all for only £49 (price includes Mayor’s cash-back offer). The DIY kit will provide you with all the basic materials including gloves, goggles and instructions to help you insulate your loft. It will all be delivered directly to your home for free and even placed in your loft.
