Disabled Persons Freedom Pass Scheme

Disabled Persons Freedom Passes scheme (Concessionary Fares Scheme) is available to permanent residents of the borough who meet the eligibility criteria.

A Disabled Person’s Freedom Pass entitles the holder to the following travel concessions:

  • Free travel on London’s underground, buses, docklands light railway and trams at all times.
  • Free travel on National Rail is available from 9.30 am Mondays to Fridays and all day weekends and public holidays.
  • Free travel on the following London Overground networks 24 hours a day:
    • Stratford to Richmond;
    • Willesden Junction to Clapham Junction;
    • Euston to Watford Junction and
    • Gospel Oak to Barking
  • and most disabled pass holders (other than those issued with a discretionary pass) will be entitled to free travel on local bus services in England outside London between 9.30am and 11.00pm Monday to Fridays and all day at weekends and on public holidays.

The Transport Act 2000 defined seven categories of people who are eligible for a pass these are:

  • A person who is blind or partially sighted
  • A person who is profoundly or seriously deaf
  • A person who is without speech
  • A person with a disability or injury which has a substantial and long term adverse effect on their ability to walk
  • A person without arms or long term loss of use of both arms
  • A person with a learning disability
  • A person who if they applied for the grant of a licence to drive a motor vehicle would have their application refused on the basis of physical fitness, but not on the ground of persistent misuse of drugs or alcohol

In addition Richmond Council has agreed to the issue of passes to some applicants with a mental health need.

Disabled Person’s Freedom pass application process

From the 1 October 2009 Disabled Person’s Freedom Passes will be issued via the Post Office. The Accessible Transport Unit will still assess applications made and so should be contacted in the first instance for an application form on 0208 831 6312 / 6191. If approved for a Disabled Person’s Freedom pass you will be sent instructions and a Letter of Authority explaining how to obtain your pass from the Post Office.

All approved Disabled Person’s Freedom pass holders whose pass expires on the 31 March 2010 will be written to in December 2009 with instructions on how to renew their pass via the Post Office in January 2010.
