Joint Commissioning
The Joint Commissioning Structure is made up of a number of groups. Five of these are advisory partnerships, carrying out the detailed work and recommending changes and developments relevant to Social Services and Housinghealth and social care services. These Joint Commissioning Boards (JCBs) cover health and social care services for all vulnerable adults who need support in our community:
- Healthy Richmond Group
- Older People
- Long Term Conditions and Disability
- People with Learning Disabilities
- Mental Health

The Children and Young People's Strategic Partnership covers services for children, including Children's Social Services.
Members of a 'User and Carer Partnership Group' - service users and informal carers - sit on each Joint Commissioning Board. The purpose of the group (and its members) is to place users and carers at the heart of decision making.
The 'Adults Strategic Executive Group' sets the work programme for all the Joint Commissioning Boards and decides on priorities across the whole range of services. This group includes a representative from the User and Carer Partnership Group, along with key people from each of the three main partners.
The work of the Joint Commissioning Structure helps the Cabinet to set the Council’s overall strategy and make the final decisions about council services, just as the Richmond and Twickenham Primary Care Trust Board makes final decisions about local NHS services.
Meetings of the Joint Commissioning Boards, Strategic Executive Group and User and Carer Partnership Group are not currently open to the public.
