Enforcement fixed penalty notices
Our Street Scene Enforcement Team have the powers to issue fixed penalty notices. The person concerned will usually have received at least one warning for the offence before a fixed penalty notice is issued, although this is not a requirement.
Fixed penalty notices can be issued for offences such as:
- Littering
- Duty of care failure
- Dog fouling
- Abandoning a vehicle
- Selling/repairing vehicles on the highway
Can I appeal against a fixed penalty notice?
Yes, you are able to appeal against a fixed penalty notice in writing to the Street Scene Enforcement Team at the address below.
How do I pay a fixed penalty notice?
The seven digit fixed penalty notice reference number (top right hand corner of the notice) must be quoted before payment can be accepted.

Payment by most credit/debit cards is accepted by telephone during normal office hours on 020 8891 7096.
Payment in person
Cash and credit/debit card payment are accepted during normal office hours at the above address.
What happens if I don’t pay the fixed penalty notice?
If payment of the fixed penalty notice is not made within 14 days of the date it was issued, we may start court proceedings for the original offence. The maximum fine on conviction varies depending on the offence and range from £1,000 to £2,500.
