Dog Control Orders

Following a consultation with residents, the Council decided to introduce Dog Control Orders which require people to clean up after any dog in their charge, keep the dog on a lead, and restricts access to a small number of sites within the Borough.

Anyone who fails to comply with any of the Dog Control Orders may be issued with a Fixed Penalty Notice, similar to a parking ticket, for £80, or face prosecution, which could lead to a fine of £1000 plus costs.  Our Street Scene Enforcement Team and Parks Patrol Team will be enforcing the Orders.

The Dog Control Orders apply to all land in the London Borough of Richmond which is open to the public, including roads, footpaths, pavements, alley ways and towpaths, all grass verges, and parks and open spaces including wooded areas.

Special dog mess bins do not have to be provided for the Orders to apply. It is acceptable to put wrapped dog waste in public litter bins.

The Fouling of Land by Dogs Order 2007

The Fouling of Land by Dogs Order 2007 makes it an offence for a person not to remove the faeces of any dog in their charge immediately from any land open to the public within the Richmond Borough.

The Dogs Exclusion Order 2007

There is restricted access to a small number of recreational sites, areas where wildlife is a priority, and to land used as formal sports fields.

Dogs on Leads Order 2007

Dog walkers are now required to keep dogs on leads on all roads and footpaths accessible to the public, as well as the Parks and Open Spaces listed below. The definition of all roads and footpaths include those with public rights of way and private estates to which the public has access to.

Dogs must be kept on leads in the following Parks and Open Spaces:

  • Terrace Gardens, Richmond
  • York House Gardens, Twickenham
  • Leg O’Mutton Reservoir, Barnes
  • Crane Park Island, Heathfield
